THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GENERAL ENGINEER, Position Description Number T5904800 and is part of the MD 175th ANG, National Guard.
To be considered, applicants must have current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Applicants must have successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
SPECIALIZED EXPERIENCE: Must have 1-year equivalent to at least next lower grade level experience, education, or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series. A combination of education and experience may be credited to qualify applicants for the position.
Applicants will be graded based on their answers to the assessment questionnaire and their supporting documentation. If supporting documentation does not support the answers to the questionnaire, applicants' scores may be modified as appropriate.
Applicants will be graded as follows:
90-100 Points: Highly Qualified
80-89 Points: Well Qualified
70-79 Points: Qualified
Knowledge of engineering principles, specifically as they relate to engineering functions for programs essential to state Air National Guard daily operations, training, and readiness missions, will be weighted in the scoring process. After adjudicating Veterans Preference, applicants will be referred to the hiring manager in the following order:
1. Highly Qualified
2. Well Qualified
3. Qualified
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

Represents the Base Architect/Engineer at meetings and conferences with HQ ANG and intermediate command staff, Commanders and staff representatives of tenant organizations, Division and District Engineer representatives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administration, highway department representatives; Federal, states, and city Environmental Protection Agency representatives.
Determines operational trends and forecasts requirements. Determines and coordinates acquisition and use of money, manpower, equipment and material. Plans required organizational structures to establish the essential functional elements necessary to carry out architectural/engineering responsibilities most effectively and economically.
Performs other duties as assigned.

Responsibilities:
The purpose of this position is to provide supervisory and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work. Specifically, this includes (a) acquisition, accountability, and disposal of real estate; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs; (c) provision of basic utility services; (d) maintenance and repair of structures and associated equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities.
Exercises authority in planning, directing, controlling and coordinating architectural or engineering activities. Directs total operations through subordinate civilian supervisory and non-supervisory personnel. Plans, schedules and assigns work; establishes and monitors internal controls; and ensures uniform application of regulations, policies, directives, and professional engineering practices. Directs and reviews establishment and maintenance of record drawings, related files, compilation of data for annual budgets and revisions thereto and project capitalization.
