Position Summary

Election Judge assists and reports directly to the Elections Administrator in election procedures. This position is responsible in part for the integrity of the election process and requires a high level of confidentiality, knowledge of industry standards and precision to detail. Employment term length will begin in June with an expected end date of November.

The position requires applicants to declare their major party affiliation if they are affiliated with a major political party in Minnesota. If applicants are not affiliated with a major political party, they must state they are unaffiliated with a major political party. However, the ability of applicants to serve without major political party affiliation will be limited due to party balance requirements in conducting position duties.

  • Position will close Monday, June 15 at 4:00 PM.

  • All applicants will receive communication via email and/or phone call.
  • You must be available between the hours of 8:00-4:30 with longer hours on Election Day and occasional weekend and evening shifts. Shifts per week will vary and could be 4 hours per week, yet they may be 40 hours.
  • This is a temporary position to assist during approximately an 8-week timeframe before both the state primary and state general elections.
  • Minnesota statutes provide the following qualifications for election judges:
    • Must be eligible to vote in Minnesota.
    • Must be able to read, write or speak the English language
    • Must not be the spouse, parent, stepparent, child, stepchild, sibling or stepsibling of any election judge serving in the same precinct or of any candidate at that election.
    • Must not be domiciled with any candidate on the ballot in that election.
    • Must not be a candidate in the election.
    • Individuals who are related to each other as the spouse, parent, stepparent, child, stepchild, sibling or stepsibling may serve as election judges in the same precinct, provided they serve on separate shifts that do not run concurrently.
Essential Functions/Responsibilities

The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Position Duties

  • Adhere to all processes and procedures to ensure the security of elections.
  • Serves on the County Absentee Ballot Board.

Non-Essential Functions

  • Perform other duties as assigned or apparent.

Knowledge, Skills, Abilities

  • Ability to establish and maintain effective working relationships with employees, department management, supervisor, election officials and the public.
  • Ability to organize and implement service delivery systems and procedures.
  • Ability to communicate effectively by telephone, in person and in writing.
  • Ability to maintain sensitive and confidential records and information.
  • Ability to make sound judgment of sensitive nature.
  • Skilled in assisting and training others with presentations and hands-on demonstrations.
  • Skilled considerably in customer service public relations.
  • Ability to work independently.
  • Advanced proficiency with Microsoft Excel and Word.
  • Ability to meet any additional qualifications established by the appointing authority.
  • Ability to remain impartial at all times while on duty working on elections.

Minimum Qualifications

Education and Experience

  • Experience in customer service, election judge and/or city or township clerk or experience in related fields.
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
  • Strong understanding of and commitment to election integrity.
  • Enjoy assisting and serving diverse populations.
  • Handle stressful situations calmly and professionally.
  • Demonstrate attention to detail.
  • Work as a team member and follow directions.

State Requirements

  • Must be eligible to vote in Minnesota.
  • Must be able to read, write and speak English.
  • Must complete the mandatory election judge training.
  • Must not be the spouse, parent, stepparent, child, stepchild, sibling or stepsibling of any election judge serving in the same precinct or any of the candidates in that election.
  • Must not live, either permanently or temporarily, with any candidate on the ballot at that election.
  • Must not be a candidate in the election.

Required Certifications/Licenses

  • Valid driver’s license and ability to maintain such license

  • Previous Election Judge experience

Working Conditions

  • Extensive time sitting and with co-worker contact performed in a standard office environment.
  • Work is performed according to established guidelines, state laws and regulations and general instructions from the department.

Physical Requirements Of This Position

  • Sit or stand at a desk for extended periods of time to perform work.
  • Visual acuity to read computer screens and printed documents.
  • Ability to see, hear, speak, reach, grasp, lift, carry, kneel and operate equipment requiring as needed to perform duties.
  • Manual dexterity to type on a keyboard and use a computer mouse and to perform manual tasks such as handwriting and compiling material.
  • Office work may include reaching for documents; fingering to find files; grasping documents; standing, walking; and repetitive motions such as typing.
  • Lift and carry equipment weighing up to 50 pounds.

  • The IRS treats election officials, including election judges, as W-2 employees for income tax purposes. Election judges are not “public employees” for purposes of the Public Employment Labor Relations Act (“PELRA”). Minn. Stat.
  • 179A.03, subd. 14(2).
