Definition: This position is responsible for the coordination, planning, evaluation, monitoring, implementation and direction of all McKinley County DWI Program activities including Prevention, Enforcement, Screening, Domestic Abuse, Treatment, and Alternative Sentencing.

Essential Job Functions: Note: This information is intended to be descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position.

•Facilitates the daily operations of the DWI Program by overseeing all funded components of the Local DWI grant including program component initiatives, goals, and outcomes.
•Establishes, in conjunction with the DWI Planning Council, a countywide DWI Program to develop and/or assist in the development of DWI prevention activities and policies; promotes community awareness of DWI problem and prevention programs; development of alcohol free alternative community activities; promotes youth, business, school and community participation in designing social activities; assists and/or develops community training programs and conferences to build alcohol avoidance skills in County youth.
•Implements the activities outlined in existing and future agreements between McKinley County and the Department of Finance and Administration – Local Government Division including planning, coordinating, evaluating, and providing administrative support for the overall Local DWI (LDWI) Grant.
•Prepares and submits LDWI and Liquor Excise Tax monthly, quarterly, and annual reports as required by County, City and State procedures. Make reimbursements and expenditures according to the rules and regulations of the Department of Finance and Administration and County Policies. Maintains proper records for the LDWI Grant, Liquor Excise Tax Funds.
•Prepares grant applications, requests for proposals, and other documents as needed by the program. Plans, prepares, maintains, and adjusts annual budgets according to funding availability and the needs of the Program. Drafts and administers contracts for services including treatment and evaluation.
•Meets regularly with the DWI Planning Council and other entities to be determined by that body and the Community Services Director. Serves as liaison between the State, County, and appropriate community and agency officials for the establishment of DWI prevention programs and initiatives.

Knowledge, Skills and Abilities:
•Principles and practices of program development and administration.
•Principles and practices of public budget preparation and administration.
•Principles and practices of contract development, execution, and administration.
•Pertinent Federal, State, and local laws, codes, and regulations.
•Oversee and direct the financial activities for DWI programs
•Develop and administer DWI goals, objectives, and procedures.
•Prepare clear and concise administrative and financial reports.
•Communicate clearly and concisely, both orally and in writing.
•Establish and maintain effective working relationships with compliance monitoring staff, treatment providers, evaluators, and community partners.

Supervisory Controls: The incumbent performs under the administrative supervision of the Community Services Director. Work requires managing and monitoring the DWI program including evaluating program/work objectives and effectiveness; and establishing broad organizational goals.

Working Conditions: Work is performed in an office setting. May be subject to bending, reaching, kneeling, and lifting, such as retrieving files, records, and reports. Occasional outside work. Work schedule may include irregular hours. Travel may be required.
Other Requirements: The incumbent of this position must comply with established safety guidelines of the County.

Minimum Qualifications
•High School Diploma or GED Equivalent.
•A combination of education and experience equal to four (4) years.

Preferred Qualifications:
•Experience with substance abuse prevention, addiction assessment and treatment, and/or DWI program administration
•Experience working in a county/local government environment.
•Bilingual (Navajo, Zuni, Spanish)

Certificates and Licenses: Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.

Conditions of Employment: May be required to pass a post offer-of-employment physical examination; No history or pattern of reckless or irresponsible driving or DWI in the past 5 years; No history of misdemeanor or felony criminal convictions involving moral dishonesty, violence, distribution and/or use of controlled substances.
