Job Description: Provides administrative support to the McKinley County Treasurer to ensure the professional and efficient operation of the Treasurer’s office. Performs general clerical duties such as billing and collecting Property Taxes. Other responsibilities include collecting and distributing oil and gas production/equipment taxes and ad valorem property taxes; preparing daily bank deposits; reconciling issued and voided checks; reconciling cash drawer; preparing a variety of month end correspondence(s); and performing other duties as requested.
Essential Job Functions:
- Performs general clerical duties by answering, screening, and transferring inbound phone calls; photocopying, filing, and mailing correspondence; preparing written responses to routine inquires; preparing and modifying documents including correspondence, reports, drafts, memos, and emails; opening, sorting, and distributing incoming mail; maintain filing system; retrieving documents from filing system; coordinate and maintain records for staff; maintaining office supply inventory; coordinate maintenance for office equipment; resolving administrative problems and inquiries; interacting with visitors; and receiving and processing deliveries. Coordinates meetings, appointments, and travel for the Treasurer by scheduling meetings and appointments; preparing agendas, reports, and schedules; preparing required travel reports; and recording, compiling, transcribing, and distributing minutes of investment meetings. Procures supplies, equipment, or services for the Treasurer’s office. Prepares and submits timesheets, requisitions, purchase orders and P-card transactions.
- Accepts and applies ad valorem property tax payments and prepayments. Supplies receipts and statements when requested; reviews and verifies accounts for overpayment or prepayment; processes refund checks. Balances and verifies cash drawer.
- Assist the public/customers by providing information that is requested and/or directing them to the appropriate department.
- Obtains the appropriate documents, information, and collects payments for customers seeking a Tax Release or Mobile Home Moving Permit.
- Notifies customers that qualify for, or are on the Prepayment Program
- Disperses oil and gas production/equipment taxes and ad valorem taxes received for distribution to proper designated entities; prepares transmittal letters and distribution checks; obtains verifications and annotates accounts.
- Processes and receipts EFT &/or ACH bank transactions. Receipts other county department’s daily deposits that are submitted to the treasurer’s office.
- Prepares daily deposit by verifying amount tendered for each employee’s cash drawer/prepares deposit slips; ensures correct amount to Journal Tender Balance; keeps records of monthly Payment Details and filing record at end of month.
- Assists, maintains, and organizes all records in accordance with Retention and Disposition of Records statutes.
- Data entry includes, but not limited to returned checks, address changes, cash drawers/tills, refund of overpayments, tax notice returns, tax bill corrections, investments etc. into a Filemaker database.
- Reconciles cash drawer, issued checks, voided checks, electronic payments (such as credit/debit cards and e-Checks) and deposit slips.
- Reconciles the accounts payable and payroll accounts and prepares the required check for deposit or online transfer requests.
- Other duties as assigned
- A high school diploma or GED equivalent
- Any combination of college education, training and/or experience in progressively responsible clerical or administrative work equal to one (1) year of experience directly related to bookkeeping, accounting, cashiering or such work which involves the accountability of cash.
- An Associates degree in Business Administration, Management, Accounting, or related field
- Two (2) years related work experience in cashiering &/or cash handling.
- Bilingual (Navajo, Spanish, or Zuni)
- Experience working in a county/local government environment
Working Conditions: The majority of work is performed in an office setting that is adequately lit, heated and ventilated with level floors that are carpeted or tiled. Occasional travel is required as the operator of or as a passenger in a motorized vehicle to receive or issue work products. Most travel is performed over paved roadways in a passenger sedan, or like vehicle, equipped with automatic transmission and power equipment.
Other Requirements: The incumbent of this position must comply with established safety guidelines of the County.

- Ability to operate and utilize a 12-digit desktop calculator.
- Ability to perform simple accounting procedures.

Certificates and Licenses:
- Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.
- The ability to successfully complete the New Mexico Certified Public Official Certification within three (3) years of hire.
Conditions of Employment: Incumbent may be subject to a conditional post-offer of employment Physical Examination, a background check.
