The Chief Building and Code Official leads, manages, and oversees all operations of the County's Building Inspections and Code Enforcement functions. This position ensures compliance with North Carolina building codes, local ordinances, and adopted regulatory standards. The Director provides leadership, technical direction, and strategic planning to support public safety, responsible development, and community well-being.

Reports to the Deputy County Manager for Community Development

Distinguishing Features of the Position

This role involves high-level administrative, supervisory, and professional responsibilities. Work includes interpreting and applying complex building codes, managing inspection staff, coordinating with contractors and developers, and serving as the County's chief authority on building and code matters. The Director represents the County in official capacities, provides guidance on regulatory interpretations, and ensures that permitting and inspection processes are efficient, fair and transparent.

  • Plans, directs and supervises the daily operations of the Building Inspections and Code Enforcement divisions.
  • Interprets and enforces the North Carolina State Building Code and related regulations.
  • Oversees permitting, plan review, building inspections, minimum housing compliance, and enforcement activities.
  • Develops and implements policies, procedures and departmental standards.
  • Provides technical guidance to staff, contractors, design professionals and the general public.
  • Coordinates with Planning, Environmental Health, Emergency Services, and other departments on development-related matters.
  • Prepares and manages the department budget, including staffing, equipment, and training needs.
  • Ensures accurate recordkeeping, reporting, and documentation of inspections, violations, permits and enforcement actions.
  • Handles escalated or complex code issues and resolves disputes when necessary.
  • Represents the County at meetings, hearings, and in communication with state agencies.
  • Oversees staff development, performance evaluations, and recruitment.
  • Ensures departmental compliance with County policies and state requirements.

Knowledge, Skills And Abilities

  • Thorough knowledge of the North Carolina State Building Code and applicable laws, regulations, and standards.
  • Strong understanding of building construction methods, materials, safety requirements, and zoning principles.
  • Ability to read and interpret construction plans, engineering documents, and technical specifications.
  • Skill in leadership, team management, and effective communication.
  • Ability to exercise sound judgement in the interpretation and enforcement of complex regulations.
  • Ability to maintain positive working relationships with contractors, design professionals, citizens, and County staff.
  • Proficiency with permitting and inspection software systems.

Minimum Qualifications

  • Graduation from an accredited college or university with coursework related to construction management, engineering, architecture, public administration, or a related field; equivalent experience may be substituted.
  • Extensive experience in building inspections, construction, or code enforcement, including supervisory responsibility.
  • Must hold or be able to obtain Standard Level III certifications in Building, Electrical, Mechanical and Plumbing in accordance with the NC Code Officials Qualification Board within the required timeframe.
  • Possession of a valid NC drivers license.

Physical Requirements

Work involves office duties and field inspections. Fieldwork may require walking, climbing, bending, lifting moderate materials, and exposure to construction sites and varying weather conditions.

Special Requirements

Subject to occasional evening meetings, emergency responses, and after-hours consultation as needed.
