DIRECTOR OF PERSONNEL
Responsible To: Superintendent
Primary Job Responsibility: To provide leadership in developing, maintaining and implementing the best possible certified and classified staff for McCracken County Schools.
Essential Functions of Job Responsibility:
Human Resources and Personnel
- Implements all rules and regulations, policies and administrative guidelines as adopted by the Board of Education.
- Attends and participates in meetings of the Board of Education.
- Communicates to the Superintendent matters relating to employees.
- Conducts investigations in district matters as required by the Education Professional Standards Board, Office of Education Accountability, and the Division of Management Assistance and similar entities.
- Compiles, assembles, and submits the Minority Educator Recruitment and Retention Annual Report.
- Collaborates with appropriate administrators on budgets and staffing for general fund, grant, and proprietary programs.
- Coordinates staffing with principals and central office administrators.
- Trains SBDM Councils in the principal selection process.
- Screens and processes applications for personnel and ensures all hiring requirements are met.
- Ensures compliance with federal and state background check screening processes.
- Adheres to the appropriate State Records Retention Schedules for personnel records.
- Develops, processes, and implements job descriptions, job evaluations, and performance appraisal programs.
- Assures compliance with wage and hour policies, compensation schedules and procedures and other policies related to personnel.
- Ensures employees receive appropriate required training as related to the schedule approved by the Board.
- Monitors number of individuals that schools employ to ensure adherence to staffing allocations.
- Organizes local Kentucky Teacher Internship Program (KTIP) training, or training that replaces such programs.
- Develops and maintains teacher and employee recruitment programs for the district.
- Participate in career fairs offered by universities, colleges, or other organizations to assist in recruiting new employees.
- Works with principals and district administrators to learn the areas of need for employee recruitment and retention.
- Develops programs to support employee recruitment and retention in collaboration with district and school administrators.
- Acquires information necessary for intern reports, final reports, certification requests and payment of mentor teachers.
- Monitors evaluation process of all personnel.
- Coordinates the District Certified Personnel Evaluation Program.
- Explains and applies rules, regulations, policies and procedures to classified and/or certified personnel.
- Provides technical information and assistance to others concerning employment policies and personnel transactions.
- Establish and maintain cooperative and effective working relationships with others.
- Chairs McCracken County Support Council meetings and coordinates election of council members and sick bank and grievance committee members for classified staff.
- Serve as board representative for Professional Negotiations as requested by Assistant Superintendent.
Professional Development and Effective Instructional Leadership Act
- Coordinates district Professional Development in all areas in collaboration with other district administrators.
- Coordinates the district's professional development days.
- Coordinates the 42 Hour Leadership training program for all administrators.
- Assists with the identification of appropriate, quality presenters. Develops contracts; makes travel arrangements, and oversee the development of training materials required by the presenter for all training.
- Secures Kentucky Department of Education approval for leadership training workshops when required.
- Under the direction of the Assistant Superintendent for Curriculum and Instruction, prepares and administers the PD budget.
- Facilitates school meetings for decisions regarding professional development.
- Meets with school PD Coordinators as needed to provide updates on current and upcoming activities that affect the school.
Other Areas of Responsibility
- Serves as the Title IX Coordinator for the District and ensures compliance with all Title IX regulations and reporting requirements.
- Serve as board representative for Professional Negotiations as requested by Assistant Superintendent.
- Serves as local SBDM trainer.
- Organizes new employee training/orientation program.
- Organizes substitute employee training program or materials.
- Establishes program of certified teacher training, mentorships, and support in absence of Kentucky Teacher Internship Program.
- Supervise and evaluate the performance of personnel secretary/administrative assistant.
- Works to resolve conflicts and complaints as appropriate for assignment.
- Communicate effectively both orally and in writing.
- Work independently with little direction.

- Determine appropriate action within clearly defined guidelines.
- Incorporate the use of technology in daily tasks.
- Assists Superintendent in the development of Board of Education meeting agendas and staff notes.
- Performs other duties as may be assigned by the Superintendent.

Education and Experience:
Valid State Teacher Certificate (Preferred)
Appropriate Administrative Certificate (Principal, Supervisor of Instruction, etc.) and Master’s degree in Education, Business Administration, Public Administration, or related field and five years increasingly responsible experience in related field with at least three years in a supervisory capacity required.
