Job Summary

Inlinewith49 CFR 625, 630, and 673requirements,theEAMS Administrator is responsible for the overall asset management, work planning, asset inventory, and application support for the EAMS software at MBTA.

The EAMS Database Administrator supports and performs changes and upgrades to Transit IT environments including after-hours support and implementation of changes and releases of new software and hardware. Document and facilitate the work of IT as it relates to vendors in the support and implementation of technology at MBTA. Duties include but are not limited to System performance monitoring and capacity planning, database installation and configuration, database backup & and recovery, patch upgrades, security compliance, and audit trail monitoring. Design and implement database solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications.

EAM Database Administrator will coordinate with stakeholders in Transit Operations, Fleet Maintenance, and support functions at MBTA in the data loading, planning, design, development, and implementation of Transit Technology. This would include the acquisition of new solutions (software or hardware), as well as upgrades to existing applications.The successful candidate for this role will report to the Deputy Director of Configuration Engineering under the Office of the Chief Engineer. This role will provide technical guidance and play a pivotal role in maturing MBTA’s enterprise asset management (EAMS) software. This role will work in conjunction with Asset Information Managers, Reliability Engineers, Information Technology, Maintenance departments, and third-party assessors to ensure efficient user experience asset data ingestion and configuration.

Duties & Responsibilities

  • System performance monitoring and capacity planning, database installation and configuration, database backup and recovery, patch upgrades, security compliance, audit trail monitoring
  • Design and implement database solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications.
  • Design and develop stored procedures, triggers, functions, and SSIS packages.
  • Analyze and study complex application/database requirements to proactively design, plan, and deploy needed capabilities.
  • Evaluate and analyze database systems for enhancements design, develop, and maintain databases that interact with software applications.
  • Modify database objects according to requests and perform tests.
  • Ensure data quality and integrity in database development techniques.
  • Prepare design specifications and functional documentation for assigned database projects.
  • Translate technical database issues, requirements, limitations, and parameters for management and staff, and understand business work processes and impact.
  • Schedule and coordinate routine database maintenance tasks with minimal impact on users and ongoing projects.
  • Maintain database performance by calculating optimum values for database parameters; implementing new releases; completing maintenance requirements; and evaluating computer operating systems and hardware products.
  • Maintain and support existing enterprise applications along with internal and external integration components.
  • Maintain quality service by establishing and enforcing organization standards.
  • Participate in on-call and off-hours production problem-resolution activities.
  • Responsible for all aspects of the EAMS applications related to content, process integrity, and development, as well as application troubleshooting and performance reporting.
  • Monitor the EAMS system setup and ongoing maintenance processes regarding the installation, training, and ongoing support.
  • Identify and communicate EAM System defects to vendor and/or IT.
  • Archive and restore data; support and maintain EAM System reports; run queries and create ad hoc reports.
  • Support all EAM environments, including testing, development, training, and production.
  • Create data loaders for the migration of data into the EAMS.
  • Promotes a high level of customer service to ensure and drive best practices and standardization.
  • Leading testing efforts related to new functionality, new modules, and upgrades to existing modules including creating test plans, and test cases and working to ensure the User Acceptance Testing (UAT) process is followed by employees.
  • Assist MBTA’s IT department with technical support throughout the lifecycle of the system.
  • Provide overall connectivity support for all hardware and software platforms as needed.
  • Maintain master data standards and perform audit/education functions against those standards. Adjust standards as required to meet business and customer needs.
  • Identify and coordinate processes for version management, system build, ACM Models, backup and recovery, archiving, and change management.
  • Maintain parts/asset data accuracy, software and hardware configuration changes, and equipment hierarchy in the system.
  • Perform data mining and analysis that supports reliability, maintenance, and capital improvement.
  • User Setup, Employees, Shifts, Crews, and Supervisors.
  • Enforce the Department of Asset Management policies.
  • On occasion be flexible to work all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform related duties and projects as assigned.


Minimum Requirements & Qualifications

  • A Bachelor’s degree from an accredited institution in a technical field related to Computer Science, Electrical Engineering, Information Technology, or a related field.
  • Four (4) years of professional experience with enterprise asset management software suite including project management, process improvement analysis, and software solution recommendation under enterprise software architecture.
  • Experience with Oracle 19c, Oracle SQL Developer, SQL Server 2014/2016, SQL Management Studio (SSMS), Team Foundation Server (TFS), Visual Studio, SQL Server Reporting Services (SSRS), and SQL Server Integration Services (SSIS).
  • Extensive experience writing SQL Queries, Views, Stored Procedures, Functions and Triggers
  • Experience in full software development life cycle and working with developers, business analysts, and project managers on a regular basis.
  • Be able to perform and develop ETL processes in the context of multiple integration systems.
  • Ability to map middleware and front end of applications to the backend database objects.
  • Ability to effectively troubleshoot system problems by identifying and implementing software or process changes that allow business applications to operate with minimal risk.
  • Excellent understanding and practical experience with T-SQL, data modeling, and data analysis.
  • Present understanding of troubleshooting, root-cause analysis, application design, solution development, human factors/usability design, and implementation of medium-sized projects.
  • Strong oral and written communication skills to effectively explain technical concepts.
  • Exceptional problem-solving skills combined with analytical skills to analyze data, perform research, and diagnose and solve problems.
  • Microsoft SQL Server administration/development experience
  • Working knowledge of network infrastructure (DMZ, WAN/LAN, ODBC, etc.)
  • Previous experience with Windows Server 2008/2012/2016


Preferred Experience And Skills

  • A Master’s degree from an accredited institution in a technical field related to Computer Science, Electrical Engineering, Information Technology, or a related field.
  • Employee or Consultant experience for a Transit/Rail agency.
  • Asset Management and Configuration Management experience.
  • Experience in Railroad or Transit infrastructure design and build.
  • Basic knowledge of AREMA, Asset Management principles and EAMS.


Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of enterprise asset management software (EAMS) suite including project management, process improvement analysis, and software solution recommendation under enterprise software architecture substitutes for the Bachelors degree requirement.
  • An Associate’s degree from an accredited institution with an additional three (3) years of directly related experience in Computer Science, Electrical Engineering, Information Technology, or a related field substitutes for the Bachelors degree requirement.
  • A Masters degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
