The procurement analyst provides dedicated construction-focused contracting support to a Mission Support Contracting office. This single-person role delivers expert assistance across the full acquisition lifecycle for Sustainment, Restoration and Modernization (SRM) projects, as well as other construction-related requirements. The analyst serves as a key advisor on contract formation, administration, price/cost analysis, and regulatory compliance while ensuring timely and compliant procurement actions in support of mission needs.
Key Responsibilities
- Provide comprehensive support in pre-award, post-award, and contract administration activities for construction acquisitions.
- Perform market research, develop acquisition strategies, prepare solicitations, and conduct price/cost analysis for construction requirements.
- Analyze complex contracting issues, evaluate proposals/bids, and recommend appropriate courses of action, including contract type selection and negotiation strategies.
- Administer active contracts, including modifications, performance monitoring, invoice review, and closeout for construction projects.
- Ensure full compliance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), DoD engineering regulations, state/local requirements, and other applicable policies.
- Support the review and processing of construction-related documents such as statements of work, independent government estimates, justifications, and determinations.
- Maintain strong working knowledge of Sustainment, Restoration & Modernization (SRM) and Military Construction (MILCON) processes and requirements.
- Manage multiple projects simultaneously while meeting established deadlines and maintaining high-quality standards.
- Provide clear written and verbal communication, including briefings, memoranda, and correspondence to contracting personnel, technical representatives, and leadership.
- Utilize automated contract writing systems (e.g., ACWS) and other tools as required.
- Comply with all OSHA, state, and local safety regulations, including the use of required Personal Protective Equipment (PPE) such as steel-toed boots, protective eyewear, hearing protection, or other items when on-site.
Required Qualifications & Experience:
- Demonstrated experience working in Government construction acquisition.
- Strong contract administration skills with the ability to manage multiple projects and meet deadlines.
- Proven experience in business, contracting, or related fields with hands-on expertise in contract formation and administration.
- Solid knowledge of a variety of contract types, price/cost analysis techniques, and the ability to resolve difficult contracting issues.
- Working knowledge of Government regulations and manuals, particularly the Federal Acquisition Regulation (FAR), and DoD/Federal/State engineering regulations.
- Strong working knowledge of Sustainment, Restoration and Modernization (SRM) and Military Construction (MILCON) projects.
- Excellent organizational, written, and verbal communication skills.
- Contractor shall comply with OSHA, state and local safety regulations, which may include wearing steel-toed boots, protective eyewear and hearing protection or other PPE
Preferred Qualifications
- Bachelors degree in Business, Contracting, Supply Chain, or a related field.
- Experience planning and coordinating procurement activities across pre-award, post-award, and other contractual functions.
- Prior experience with the Automated Contract Writing System (ACWS) or similar DoD contracting platforms.
