Nature of Work
This is responsible technical and field work performing property appraisals and assisting with the coordination of the Maury County Property Assessor’s office. Incumbents assume responsibility for the assessment of properties within assigned geographic areas located within the county including all improvements, new construction and greenbelt determinations and performs assessments on commercial properties located in the county. Additional activities include assisting with the entry of new construction and land development data into the computer system, performing property splits, prorating values and providing assistance with greenbelt files and documentation. Incumbents also assist with general office administration responsibilities and provide assistance to taxpayers, accountants, realtors, attorneys, etc. regarding assessments, ownership, deed references, appraised values, etc. Activities associated with the job require a thorough working knowledge of state and local property assessment practices, dedicated attention to detail and the ability to meet existing deadlines. Work activities also require sufficient strength and stamina to perform the physically demanding aspects of the job in a variety of weather conditions due to the field work required. Job performance is evaluated by the Field Appraiser Supervisor, Chief Deputy Property Assessor and/or Property Assessor through review of knowledge and expertise of conducting property appraisals, ability to interact effectively with property and business owners, organizational and decision making skills and accuracy of work related information. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy, adherence to state and county policies and compliance with the state mandated audit program.
Illustrative Examples of Work
-Submits information regarding all new construction and property improvement changes, makes any necessary adjustments and ensures the information is entered accurately into the computer database.
-Assumes primary responsibility for the assessment of the personal properties located within their assigned geographic region of the county.
-Measures and lists new construction by gathering building and electrical permits, notices of completion, new 911 numbers and request for review forms.
-Assists with reviewing for completeness and accuracy all property splits and land development information supplied by mappers and surveyors, makes adjustments when necessary and enters the changes into the computer creating new parcels as required.
-Computes prorated values on demolished or damaged parcels and parcels having buildings or other improvements completed from January 1 through September 1, assists with entering these values into the computer, and notifying the appropriate county and/or city offices of these changes as necessary.
-Determines land values of new parcels (subdivided land) to ensure that the appraisals reflect the market value by conducting an analysis of sales, location, size and shape of the land.
-Assists with making assessment appeals commission changes when notified by the State of Tennessee.
-Reviews mobile home parks located in their region to determine any changes and makes notations on the appropriate appraisal card for keying into the database.
-Reviews property transfers for changes in ownership of greenbelt parcels and mails an Application for Greenbelt Assessment to the new owners.
-Computes rollbacks on parcels that fail to comply with the greenbelt criteria due to insufficient acreage or non-qualifying usage and notifies the appropriate county and/or city offices of these changes.
-Assists with maintaining yearly reports filed for mobile home parks, inventories, value and owner/renters.
-Determines the appropriate land grade for farm properties utilizing ASCS soil survey maps.
-Assists taxpayers, accountants, attorneys, realtors, surveyors, etc. in obtaining information concerning property location, ownership, deed references and appraised values for both real and personal property.
-Verifies identification and property ownership on all new deeds when recorded.
-Verifies road frontage and ownership of land to assist property owners with obtaining required permits.
-Assists with ensuring the proper assessment of all real and personal property located within the county.
-Performs related duties as required.
