High School diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc.
Seven years of progressively responsible experience in the occupational field, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including three (3) years of supervisory experience. Relevant professional experience includes: Hands-on knowledge of materials, construction techniques, and building systems. Property management or development: Familiarity with property value influences. Real estate sales or brokerage: Knowledge of market values, comparable sales, and local trends.
Possession of Alaska Certified Assessor/Appraiser Level 2 designation or equivalent as recognized by the Alaska Association of Assessing Officers must be obtained within one year of hire.
Possession of or ability to obtain within six (6) months of hire, a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated. Please note: Employees assigned driving duties/responsibilities, must be at least 19 years of age with one (1) year of driving experience.
Must successfully pass a pre-employment drug screen, physical and background check.
Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire.
- Maintains contact with taxpayers, real estate appraisers, real estate brokers, bankers, mortgage lenders, and government agencies.
- Hires, trains, assigns, schedules, directs, supervises, evaluates and disciplines personnel.
- Promotes and collects sales data for end-of-year analysis.
- Makes recommendations and assists with implementing modifications and enhancements of existing and future appraisal and assessment computer programs.
- Represents the Borough and staff before the Board of Equalization as required.
- Confirms and presents and/or assists appraisers with written and oral defenses of assessed values at quasi-judicial hearings before a panel of board members.
- Reviews, analyzes and interprets fee appraisals, brokers' opinions of values, and other appraisal documents presented in support of assessed values.
- Performs statistical analysis of ratio studies through statistical testing utilizing the coefficient of dispersion; absolute deviation; mean, median, weighted mean, coefficient of variation and price related deferential.
- Communicates with the general public by telephone, email and in person to answer questions, explain assessment processes, and resolve issues and conflicts.
- Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use by and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
- Responds and assists the Emergency Operation Center in assessing property affected by disasters.
