Director, Treasury and Revenue Operations

The Director of Treasury and Revenue Operations is responsible for processing, recording and reconciling the inflows and outflows of funds associated with the Unemployment Insurance Trust Fund (UITF) and Family and Employment Security Trust Fund. The Director oversees daily treasury and revenue activities for the Department of Unemployment Assistance (DUA), Department of Family and Medical Leave (DFML), Department of Industrial Accident (DIA), Department of Labor Standards (DLS), Department of Apprentice Standards (DAS), Department of Labor Relations (DLR), Department of Economic Research (DER), and Department of Career Services (MDCS).  

The Director provides leadership and direction for both the Treasury Operations Unit and the Revenue Unit, specifically:

Treasury Operations Unit

·       Oversight of both upstream and downstream transactions for Unemployment Trust Fund accounts and Federal Funding Accounts.

·       Management of wire transfers to the Unemployment Insurance (UI) Trust Fund and the weekly Department of Family and Medical Leave (DFML) MOSAIC funding and disbursements. 

·       Management of daily UITF drawdown for UI benefits.

·       Management of daily employer contribution and benefit payments.

·       Supervision of preparation of daily, weekly, monthly, and annual tax liabilities for agencies. 

·       Supervision of reconciliation of the year-to-date UITF disbursement report with source documents. 

·       Management of daily treasury transactions, ensuring all activities are recorded appropriately and timely in the system ledger or other governmental systems as required.

·       Management of banking administrative needs such as maintaining and updating authorized personnel and accounts, check writing, remote check deposits, positive pays, void checks. 

·       Management of banking relationships, develop and implement strategies to optimize cash flow, and monitor financial risks. 

·       Management of recording and reconciliation of all UITF and DFML monies collected and expensed through various bank accounts. 

·       Management of USDOL reports, and audit requirements.

Revenue Accounting Unit 

·       Management of cash drawdowns, cash and expense reconciliations, cash balances, and payment voucher entries.

·       Management of recording cash receipts, cash adjustments, and reconciliation of agencies revenue.

·       Management of refund requests from various agencies within EOL.

·       Management of interagency transfers as needed. 

·       Supervision of revenue transaction entries in MOSAIC and reconciling the allocation of revenue source from sweep accounts.

·       Management of annual report requirement for fiscal year closing.

General Responsibilities

·       Management of troubleshooting of MOSAIC with agency accounts and issue resolution.

·       Management of fiscal year end closings.

·       Support for ad hoc, quarterly, and annual reporting for federal agencies and statewide requirements.

·       Management of responses to sensitive or difficult inquiries and information requests from internal and external sources. 

·       Development and implementation of internal monitoring tools. 

·       Direction for staff on specific analytical projects. 

·       Assign, review, and revise data and ensure narrative products, federal and state reports and transactions adhere to generally accepted accounting principles, federal and state laws and regulations as well as agency policies, procedures, and practices. 

·       Recommend control improvements by researching and interpreting accounting policies and procedures. 

·       Conduct comprehensive reviews of financial policies and procedures for compliance and attainment of agency goals and objectives. 

·       Ensure adherence to applicable laws, rules, and regulations. 

·       Ensure that employees are fully aware of, and are fully engaged in, their formation and ongoing improvement. 

·       Recommend changes or improvements in agency accounting or treasury management procedures or operations. 

·       Special assignments, as directed. 

Preferred Qualifications

·       Previous experience with financial treasury, accounting, and/or fiscal controls.

·       Knowledge of Excel, Access, and experience using Commonwealth systems (MOSAIC and Commonwealth Information Warehouse).

·       Audit experience within MA state agency is helpful.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
