Qualifications

  • Bachelor’s Degree in Business Administration or equivalent, Masters preferred
  • Experience as a Regional School District Business Manager or Municipal Finance Director; experience in Massachusetts preferred
  • Demonstrated, successful experience in school finance, finance policy, school law, personnel administration, computer operations, statistical monitoring and reporting
  • Licensed or Licensable in Massachusetts as a School Business Administrator and/or Municipal Treasurer; MCPPO certification is required
  • Experience as an employee in a public school district highly desirable

Objective

Provide leadership, in conjunction with the Superintendent and Masconomet Regional School Committee, in developing, achieving and maintaining the best possible programs and services for the district with the resources available.

Description Of Duties

Budget

  • Works with the Superintendent and School Committee to establish budget development guidelines and procedures.
  • Establishes the budget process and timelines to ensure that the requirements of the regional agreement and district polices are met.
  • Compiles necessary statistical and financial data for budget.
  • Assists the Management Team and Advisory Council in evaluating budget requests.
  • Prepares revenue projects, summarizes budget requests, analyzes trends and publishes the budget for presentation.
  • Assists the School Committee in marketing and presenting the budget.
  • Responsible for maintaining adequate budgetary controls to insure that funds are spent as approved by the School Committee and that adequate control and accounting procedures are maintained.

Purchasing

  • Chief Procurement Officer for the district.
  • Coordinates data gathering process to assist in determining district service and supply needs.
  • Writes/develops all district invitations to bid (ITB's) and Request for Proposals (RFP's).
  • Defines, negotiates, interprets and enforces contract documents.
  • Establishes procedures to ensure compliance with state laws and district policies.
  • Conducts workshops to ensure district administrators and others understand said procedures, laws and policies.
  • Approves all purchase orders and vouchers.

Personnel Administration

  • Hires, supervises, and evaluates all business office employees.
  • Administers letters of agreement, work performance standards, screening tests, and other hiring/employment documents.
  • Prepares cost analysis and impact reports on proposals during negotiations.
  • Participates in staff orientation process for staff.
  • Administers all collective bargaining agreements and individual employment contracts with the Superintendent.

General Administration

  • Acts as an advisor to the Superintendent and School Committee on all business and/or financial issues.
  • Recommends appropriate School Committee policies in the areas of assigned responsibility.
  • Provides guidance to administrators with regard to fiscal management, budget controls, personnel management, purchasing, etc. Regularly confers with building principals and other administrators regarding problems/solutions related to district operations.
  • Works with the community finance committees and other town business officials on budget and other financial issues.

Treasurer

  • Optimizes the use of district funds by anticipating receipt of funds, ensuring that funds are collected timely and investing idle cash.
  • Develops and maintains a cash flow schedule.
  • Reviews all expenditures for compliance with district, state and federal laws, regulations and policies.
  • Arranges all bonds and notes as authorized by the school committee.
  • Optimizes the terms, timing and rates when arranging for bonds and notes.
  • Maintains a master control ledger for all bonds and notes.
  • Calculates and certifies assessments to the towns.
  • Prepares and files all reports to the Bureau of Accounts.
  • Prepares quarterly financial reports relative to the district’s financial position for the school committee. These reports include an expenditure report, a revenue projection report and a cash reconciliation report for all funds.
  • Oversees the storage of facsimile signatures and signing of all checks.
  • Monitors and reviews banking services.
  • Establishes banking policies and relations.
  • Executes transfers to and from bank accounts.
  • Supervises the financial affairs of the schools including the collection, safekeeping and distribution of all funds and assets.

Financial Management

  • Establishes accounting procedures to conform to district polices, state and federal requirements and GAAP.
  • Works closely with independent auditors and supervises and coordinates the annual audit.
  • Coordinates the preparation of, and ensures that, all required state mandated financial reports are submitted timely.
  • Communicates and interprets the financial position of the district to the communities at large.
  • Maintains a list of all district assets.

Insurance – manages and administers all district insurance programs

  • Negotiates the contracts for health insurance, dental insurance, life insurance, disability insurance, unemployment insurance and workers’ compensation insurance and manages these and other insurance programs.
  • Examines and approves insurance contracts for property, auto, liability, school accident, and other insurance programs.
  • Establishes and monitors a system to process and record claims under the property, liability, workers' compensation unemployment compensation coverage's.
  • Works with property, liability and group insurance agents and consultants regarding coverage and premium costs.
  • Maintains a current register of coverage and periodically audits coverage against inventories, appraisals, liabilities and replacement costs.
  • Develops a risk management program based on evaluation of exposures utilizing loss control reports and insurance claims.
  • Monitors and evaluates the self-insurance fund for worker's compensation risk.

Other

  • Assists the Superintendent and School Committee in developing and implementing a long-range strategic plan for the district.
  • In concert with administrators, is responsible for developing and maintaining a district-wide property/fixed asset inventory.
  • Develops and maintains an Operations Manual containing appropriate procedures, practices and forms relating to district operation.
  • Actively participates in local, regional and state associations of school business officials and other appropriate organizations.
  • Provides leadership and oversight to all Operational Departments including but not limited to Human Resources, Facilities and Grounds, Information Technology, Accounting, Treasury, and Food Service.
