Duties and Responsibilities
- Responsible for reviewing design plans at various design levels to ensure that all necessary Plans, Items, Details, and Special Provisions for constructability are included and in accordance with the Project Development & Design Guide, MassDOT Construction and Industry Standards, and ADA/ABA regulations.
- Responsible for reviewing utility relocation plans to verify utility work is clearly shown to allow bidders to make informed estimates and to assist utilities to determine accurate durations, schedules, and costs of the utility work and to develop force accounts.
- Responsible for determining the involvement of various utilities in the design project, to identify representatives from municipalities, private utility companies, design consultants and project managers to organize and lead field meetings to identify potential utility conflicts and solutions.
- Responsible for developing the Project Utility Coordination Form (PUC) - which requires researching and recording the utility facilities and contact information within limits of work, coordinating with DE and PM and Utilities to develop a construction schedule to place utility work within that schedule, and to further assist in development and submission of the Utility Force Accounts which reflect the stages of that schedule.
- Follows-up on field meetings and design reviews on all pending issues to ensure potential conflicts are properly addressed. Responds to emails sent by Department personnel, Utilities companies, Municipal officials, Designers and Project Managers regarding utility coordination, and constructability issues, and maintains accurate files. Responsible for organizing DUCE files and keeping updated records for each project using a computer filing system and office filing.
- Responsible for attending preconstruction conferences and identifying scheduling conflicts between the contractor and utility companies. Also responsible for being available during the construction phase to meet with Resident Engineers to discuss utility design conflicts and to coordinate with the utility and contractor to resolve issues.
- Review and assist in coordinating development of the Construction Time Duration (CTD) for the project.
- Supervise engineers of lower grade performing similar duties.
- Perform other related duties as required.
This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor’s degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience. *
III. A Graduate degree with a major in civil engineering**, may be substituted for the required experience. *
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
