Job Summary:
The Program Manager for Physical Security and Access Control is responsible for overseeing the strategic management and operational oversight of Mason Health's physical security systems. This includes accreditation and certification processes for contracted security guards, management of the access control and facility key systems, issuance of staff and visitor access badges, and oversight of the security video and surveillance systems. The Program Manager ensures compliance with regulatory requirements and best practices, fostering a secure and safe environment across all Mason Health facilities. Additionally, the Program Manager applies project management best practices to lead and execute initiatives that enhance Mason Health's security infrastructure.
Essential Duties and Responsibilities:
- Contracted Security Management:
- Oversee compliance, training, and certification requirements for contracted security guards, ensuring readiness and adherence to regulatory standards.
- Collaborate with security contractors to monitor and enhance guard performance.
- Access Control, Key Systems, and Surveillance:
- Manage access control systems, including issuing, maintaining, and auditing access badges and physical key systems to ensure secure handling.
- Oversee the operation, maintenance, and optimization of security video and surveillance systems, ensuring effective monitoring and compliance with privacy regulations.
- Alarm, Panic Button, and Emergency Response Systems:
- Manage building alarm and panic button systems, ensuring proper installation, testing, functionality, and staff awareness to support emergency response readiness.
- Training and Development:
- Develop and deliver security-related training for contracted guards and Mason Health staff, including access control, surveillance protocols, and healthcare-specific security procedures.
- Regulatory Compliance and Reporting:
- Ensure all physical security operations comply with healthcare regulations such as DNV, CMS, and related standards.
- Prepare and present reports on security system performance, incidents, and improvement initiatives.
- Collaboration and Communication:
- Coordinate with internal departments to align security practices with operational needs.
- Serve as the primary liaison with external vendors and contractors for physical security systems.
- Collaborate with the Director of Facilities Engineering on annual operating budget development and ongoing priorities.
- Project Management and Continuous Improvement:
- Plan, execute, and evaluate projects related to physical security and access control systems, ensuring alignment with organizational goals, timelines, and budgets.
- Conduct ongoing assessments of security systems and protocols to identify risks and improvement opportunities leading and implementing enhancements to strengthen security infrastructure.
- Operate company vehicles to travel between district-approved locations to perform security-related duties.
- Support additional security-related projects as assigned.
Required Education and Experience:
- Bachelor’s degree in Security Management, Criminal Justice, Emergency Management, or related field required.
- Minimum of five (5) years of experience in physical security, access control, and video surveillance, preferably in a healthcare environment.
- Strong background in project management, including planning, execution, and evaluation.
- Familiarity with healthcare security standards and regulations (e.g., IAHSS certifications) is highly desirable.
Required Licenses, Certifications and/or Registrations:
- Certified Healthcare Operations Professional Basic (CHOP-B) required within 1 year of employment.
- Certification in a relevant security discipline (e.g., CPP, PSP, CHPA) preferred.
- Certification as an AVADE or MOAB trainer required within one (1) year of employment.
- Valid Washington State driver’s license.
Required Knowledge, Skills, and Abilities:
- Computer Literate with working knowledge of various software programs including, but not limited to Microsoft Office (Word, Excel, Access, PowerPoint), Microsoft Outlook, and Microsoft Works.
- Knowledge of ICS, NIMS, and Emergency Operations Center (EOC) systems, practices, and concepts.
- Knowledge of applicable city, county, state, and federal statutes, rules, ordinances, codes, and regulations related to emergency management and security operations.
- Knowledge of organizational planning and analysis principles.
- Knowledge of customer service techniques and best practices.
- Knowledge of research methods and data-gathering techniques.
- Knowledge of budget development, monitoring, and financial management principles.
- Knowledge of grant management processes, including application, tracking, and reporting requirements.
- Communicates effectively in both written and verbal formats, adapting messages and delivery methods to suit diverse audiences and promote understanding.
- Strong leadership and interpersonal competencies to guide staff, resolve conflicts, and build trust with clinical and non-clinical partners in a healthcare environment.
