Director of English Language Developement

POSITION SUMMARY
Mashpee Public Schools seeks a visionary and collaborative Director of English Language Development (ELD) to provide district-wide leadership for all English Learner (EL) services, programs, and compliance obligations in grades K–12.
The Director ensures that multilingual learners receive rigorous, grade-level instruction, equitable access to all district programming, and comprehensive language development support aligned with state and federal requirements. This position serves as the district’s primary authority on English Learner education, Title III programming, civil rights compliance, and language access.
The Director reports to the Assistant Superintendent or designee.
QUALIFICATIONS
- Master’s degree from an accredited institution (advanced degree preferred).
- Massachusetts DESE licensure as Supervisor/Director.
- SEI Administrator Endorsement required.
- Minimum of five (5) years successful experience in teaching and/or school leadership, including experience supporting multilingual learners.
- Demonstrated expertise in English Learner programming, language acquisition, and culturally responsive instructional practices.
- Strong knowledge of Massachusetts DESE regulations, Title III requirements, and civil rights obligations related to English learners.
- Experience with state reporting systems (SIMS, EPIMS, ACCESS, WIDA Screener).
- Demonstrated success in program development, staff supervision, and professional development.
- Bilingual/multilingual proficiency preferred but not required.
- Strong interpersonal, communication, organizational, and leadership skills.
TERMS OF EMPLOYMENT
Unit B position: 215 working days (180 student days plus 35 additional days scheduled with approval). Compensation in accordance with the Unit B collective bargaining agreement.
PERFORMANCE RESPONSIBILITIES
District Leadership & Program Development
- Provide strategic leadership and vision for K–12 English Learner programming.
- Develop, implement, and continuously evaluate ELE/ELD services aligned with district priorities and DESE regulations.
- Supervise, evaluate, and support ELD staff.
- Collaborate with principals and district leaders to ensure equitable access to grade-level curriculum and programming.
- Lead and facilitate the English Learner Parent Advisory Council (ELPAC).
- Represent the district in partnerships, including coordination with the Mashpee Wampanoag Tribe and relevant state agencies.
Compliance & Civil Rights Oversight
- Ensure full compliance with all Massachusetts DESE regulations, federal Title III requirements, and civil rights laws governing English Learners.
- Oversee language access procedures, including translation and interpretation services.
- Maintain and update district policies and procedures related to English Learner services.
- Coordinate preparation for Coordinated Program Reviews (CPR) and other state or federal audits.
- Ensure dissemination of required parent notifications in families’ home languages.
Identification, Placement & Assessment
- Oversee district-wide implementation of Home Language Surveys and screening procedures.
- Ensure timely identification and appropriate placement of English Learners.
- Coordinate administration of WIDA Screener, ACCESS, and required state assessments.
- Monitor assessment participation and compliance timelines.
- Provide training to school-based staff on intake, documentation, and placement processes.
Data Management & State Reporting
- Manage all required DESE data reporting related to English Learners (SIMS, EPIMS, ACCESS, etc.).
- Monitor data accuracy and compliance across schools.
- Analyze EL performance data to inform programming, staffing, and professional development.
- Develop systems for monitoring Former English Learners (FELs) in accordance with DESE requirements.
Curriculum, Instruction & Professional Development
- Support development and alignment of ELD curriculum, instructional models, and assessments.
- Promote best practices in sheltered instruction and language development across all content areas.
- Design and deliver professional development for administrators, teachers, and staff.
- Collaborate with curriculum leaders to ensure multilingual learners have access to advanced coursework, CTE pathways, and enrichment opportunities.
Budget & Grant Management
- Develop and manage the English Language Development Department budget.
- Oversee Title III and related state/federal grant funds.
- Monitor expenditures and ensure compliance with grant requirements.
- Recommend resource allocations aligned to student needs.
Family & Community Engagement
- Serve as liaison to families of multilingual learners.
- Respond promptly and respectfully to parent inquiries.
- Coordinate culturally and linguistically responsive engagement efforts.
- Strengthen partnerships with community agencies and organizations.
