JOB DESCRIPTION PART-TIME PROPERTY MANAGER

REPORTS TO: Executive Director

JOB SUMMARY: Performance of routine and diversified tasks in connection with management of the Low-Income Housing Tax Credit (LIHTC) Program at E.A. Fish Asher’s Path, LLC property, administration of the office, qualification of applicants, as well as duties relating to leasing such as enforcement, rent collection, resident services, resident complaints, and entering work orders. Incumbent is expected to always present him/herself to the public in a professional manner.

SUPERVISION RECEIVED: Receives work direction and guidance primarily from the Executive Director and the Assistant Director. Incumbent should maintain priorities and work schedule in a manner consistent with organization deadlines. Incumbent is obliged to check with the Executive Director on any unusual situations, and request guidance as needed.

PRINCIPAL DUTIES:

1. Performs all office/clerical duties including answering the phone, responding to messages, emailing, filing, typing, mailing, copying, sorting, and proof-reading.

2. Performs computer data entry in the software for PHA-Web related to accounts receivable, work orders, applications, and recertifications.

3. Performs all duties related to administering and updating waiting lists, including mailing, receipt, and pre-screening of applications.

4. Interviews applicants and processes applications including, but not limited to, gathering third party verifications, obtaining landlord references, and copying of pertinent paperwork.

5. Screens applicants for rental units as quickly as possible, and prepares leases for approval of the Executive Director, or Assistant Director. Vacancy losses should be kept to 15 days or less without extenuating circumstances.

6. Setting up and maintaining client files, including accurately filing documents.

7. Collects all documentation related to annual recertification for the Low-Income Housing Tax Credit (LIHTC) Program, including, but not limited to, conducting annual recertification interviews, gathering all third-party verifications, preparing the Tenant Income Certification, no later than the 15th of the month prior to the recertification date.

8. Performs all duties related to enforcement of the recipients’ obligations under the LIHTC program, including scheduling private conferences, termination hearings, and attending any follow up grievance hearings.

9. Receives and addresses written complaints from residents.

10. Receives and documents work orders from tenants and helps maintain work order system. Follows up to ensure satisfactory results.

11. Conducts annual inspections of all units, generates work orders, and/or conferences with residents based on results.

12. Receives, records, and deposits accounts receivable into the appropriate depository accounts. All deposits must be made within 48 hours of receipt.

13. Maintains current resident lists for birthdays, telephone numbers, and recertification dates.

14. Maintains the Diverse Business Identification Database and submits new vendor DBI forms to MassHousing.

15. Produces the monthly newsletter in advance to be submitted to the Assistant Director no later than the 25th of the month.

16. Maintains communication with the Executive Director, Assistant Director, Maintenance, and other staff members, as appropriate, to keep them informed of changes in tenancies (move ins and move outs) and any out of the ordinary issues.

17. Performs other related duties of the position as required and directed by the Executive Director, or Assistant Director.

KNOWLEDGE, SKILLS AND ABILITIES:

1. General knowledge of office and bookkeeping procedures.

2. General knowledge of office machinery operation.

3. Ability to gain working knowledge of software system PHA-Web, & Microsoft Office.

4. Ability to read, understand and follow oral and written instructions.

5. Strong communication, organizational, writing and computer skills.

6. Consistently pays careful attention to details and completeness of LIHTC forms.

7. Ability to work with clients of diverse social-economic backgrounds.

8. Experience in social services delivery with elders, families and/or persons with disabilities and proven ability to provide results through a concrete problem-solving approach to issues.

9. Demonstrated working knowledge of area supportive services and other community resources.

10. Ability to understand and comply with confidentiality regulations/laws.

11. Ability to understand and comply with program regulations and requirements including, but not limited to, the Low-Income Housing Tax Credit Program, and other housing programs such as Public Housing & Voucher Programs.

12. Possesses Tax Credit C3P Certification, or ability to obtain within 6 months of employment; and maintains such certification throughout employment.

13. Ability to meet deadlines.

14. Ability to work independently without constant direction and oversight.
