Main Purpose of Job
The primary purpose of this position is to provide administrative support services for the Harford County Health Department programs through budget and fiscal management, billing, database management, human resources services, IT, procurement, Maryland Children's Health Program (MCHP), vital records, and facility/equipment oversight. This position assists the Deputy Health Officer of Operations in the day-to-date operation in the Department in order to help promote the health and welfare of the citizens of Harford County. This position oversees a $26,000,000 budget.
Responsibilities also include working on core competencies to ensure health equity in developing programs and/or in the delivery of public health services by identifying and removing barriers and supporting systems that help people from disadvantaged communities.
This position is considered 'Essential' and will be deployed, as needed, during emergencies or other crises. This position is also subject to weekend, evening/on-call, and after-work hours to accommodate meetings, other departmental commitments and emergencies, if the need arises.
Minimum Qualifications
Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of administrative or professional experience, including three years at a supervisory or managerial level.
A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
