OPEN RECRUITMENT

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Facility Maintenance Supervisor II will assist the Chief Facility Maintenance Officer with the daily management of maintenance operations at an MDTA facility. The incumbent in this position will be responsible for the safe, efficient, and uninterrupted flow of traffic at the facility, ensure that contractual obligations are met by vendors, and maintain physical and fixed asset inventory. The duties and responsibilities for this position include, but are not limited to, the following:


  • Organize, schedule, and supervise all phases of a maintenance program and daily maintenance activities;
  • Assist with development of the annual maintenance budget for the facility;
  • Complete activity reports, budget estimates, and requisitions for supplies and materials;
  • Direct and inspect maintenance and repair work completed by maintenance employees and contractors on bridges, buildings, fences, roadways, and parking lots, to ensure compliance with work standards and safety;
  • Provide training, guidance, and professional development to the maintenance staff;
  • Prepare specifications for the procurement of new equipment and review and approve requests for all major purchases of equipment that require a competitive bid process;
  • Assist in the development of emergency operations procedures for inclement weather and Homeland Security issues;
  • Delegate work assignments, approve leave requests, and evaluate performance of facility maintenance staff.


This is maintenance work which is performed either outdoors under all weather conditions or inside an MDOT building. On some assignments, employees may be required to supervise work located at high elevations, or in cramped quarters in buildings or underground. Employees in this class are considered essential employees and are subject to call-in twenty-four hours a day, as may be required in order to maintain continuous and safe operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends, and holidays.


Employees in this classification receive direct supervision from the Chief Facility Maintenance Officer or other designated official. The current vacancies exist at the William Preston Lane, Jr. Memorial (Bay) Bridge in Annapolis, MD and Baltimore Harbor Tunnel located in Baltimore, MD. The eligible list established from this recruitment may be used to fill vacancies at other facilities throughout the MDTA.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of high school equivalency certificate.

Experience: Six years of experience in construction, facilities maintenance or skilled trade work. One year of this experience must have been in a supervisory capacity.

1. Work experience as defined above may be substituted on a year-for-year basis for the required education.

2. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.



Licenses & Certifications

1. Applicants must possess and maintain a Class A or B Commercial Driver's License (CDL), valid in the State of Maryland. Applicants must list the license Class, Number and Expiration Date on the application. The possession and maintenance of the Class A or Class B Commercial Driver's License (CDL), valid in the state of Maryland, is required for continued employment. This includes obtaining and maintaining a valid US DOT Medical Card (or MVA-issued waiver) every two years. Note: Employees must meet all Department of Budget and Management policies required for operation of State-owned vehicles.

2. Candidates and promotional employees hired into the Facility Maintenance Supervisor II classification may be required to satisfy the employing administration's training and certification program requirements during the probationary period.

3. Employees may be required to satisfy the employing administration's training and certification program requirements to obtain and maintain permanent status in this classification.

4. Employees seeking transfer to another administration may be required to satisfy that administration's training and certification program requirements.

Additional Information

1. Applicants may be required to demonstrate the ability to perform and supervise maintenance work on high structures and in cramped quarters in tunnels, underground and in buildings.

2. Employees must be willing and available for duty at such hours, day or night, as may be required in order to maintain continuous and safe operation of a facility. Employees are subject to call in and will be required to maintain a reliable communication link at their own expense for the purpose of emergency call back requirements.

3. Employees who work with or may be exposed to hazardous materials such as asbestos, lead-based paint or chromium may be required to undergo periodic medical testing, pass hazardous materials training, and have the ability to wear a respirator.

4. Employees in this classification are considered "Essential Employees" and may be required to sign and agree to all policies and procedures relating to "Essential Employee" status.

5. Candidates will be subject to pre-employment drug testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.

6. Employees in this classification are subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
