The State Highway Administration's (SHA) District 6 (Allegany County) is currently recruiting for a District Administrative Manager (Administrator IV) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work
: The District Administrative Manager performs work with a high degree of autonomy directly managing administrative paraprofessional, and professional staff to oversee all human resources activities for 240 /- contractual, TE, work study students (mechanics), consultant, rotational, and permanent employees for the district through Garrett, Allegany, and Washington Counties. Human resources functions include, but are not limited to: vacancy management, recruitment and examination, statewide recruitment initiatives, employee services, classification and compensation, benefits, employer employee relations, and payroll; managing operational activities related to information technology, risk management, equal employment opportunity matters.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:
Six (6) years of experience in administrative staff or professional work.

Selective Qualification: Three (3) years of the required experience must have involved experience in human resource experience such as recruitment processes, promotional activities, employee services transactions, classification transactions, disciplinary actions, health and retirement benefits.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).


Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.


3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.


Selected candidate must obtain the following certifications within the probationary period:


  • State of Maryland DBM Benefits Coordinator Certification
  • SRA Retirement Coordinator Certification
  • MD Notary Commission
