Salary Range: Grade 23, $115,000 - $140,000 (depending on experience and qualifications)

Location: Baltimore City, Maryland (full time / hybrid opportunity)

This is a Management Service position and serves at the pleasure of the Appointing Authority (“at-will”).


The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to serve as the Chief of Performance Improvement and Innovation. This position will play a pivotal role in developing, implementing, and overseeing the agency's performance metrics across all DGS divisions. The position will oversee comprehensive human-centric performance and the build-out, implementation, and adoption of a continuous improvement program that stretches across the entire agency, to enhance efficiency and effectiveness across all divisions. This position will play a pivotal role in fostering a culture of continuous improvement, ensuring timely and comprehensive responses to challenges, and optimizing operational processes that are designed with a deep understanding of the human and behavioral elements of a high-functioning organization. The incumbent will manage a team of analysts dedicated to providing trend analyses, data visualization, and other essential process improvement functions. Additionally, this role will contribute to the creation of the agency’s Strategic Plan by providing critical insights into the effective measurement of short, medium, and long-term goals.


Strategic Leadership:

  • Develop and implement a comprehensive performance management, process improvement, and innovation strategy for the agency.
  • Co-create and maintain performance metrics to evaluate the effectiveness of various DGS divisions within the agency.
  • Drive a culture of continuous improvement and accountability throughout the organization.


Data Analysis and Visualization:

  • Participate in and/or oversee the collection, analysis, and reporting of performance data.
  • Guide data analysts in performing trend analyses and creating visualizations to support decision-making.
  • Ensure the accuracy and integrity of performance data.
  • Develop and oversee maintenance of an agency-wide integrated data management platform.


Process Improvement:

  • Working with unit heads to identify opportunities for process improvements and operational efficiencies within the department.
  • Manage the implementation of best practices and innovative solutions to enhance agency performance.
  • Collaborate with unit heads to develop and execute improvement initiatives.


Strategic Planning:

  • Participate in the development of the agency's strategic plan.
  • Provide critical insights into the measurement of short, medium, and long-term goals.
  • Work with senior leadership to align performance metrics with strategic objectives.
  • Assist in defining key performance indicators (KPIs) to track progress towards strategic goals.


Reporting and Communication:

  • Prepare and present performance reports to senior leadership and stakeholders.
  • Communicate performance insights and recommendations clearly and effectively.
  • Serve as the primary point of contact for performance management inquiries.
  • Serve as DGS’s liaison to the Governor’s Office of Performance Improvement (GOPI).
  • Serve as one of DGS’s representatives on the Governor’s Performance Improvement Council.

Qualifications and Experience:

  • Bachelor’s degree in Public Administration, Business Administration, Organizational Development, Data Analytics, or a related field. Master’s degree preferred.
  • Minimum seven (7) years of progressive professional experience in process improvement, organizational development or organizational change, innovation, or a related field, with at least 3 years at a senior leadership level.
  • Experience leading large-scale change initiatives and continuous improvement programs.
  • Proven track record of managing cross-functional teams and projects, and experience developing and implementing performance measurement systems.
  • Experience with human-centered design principles and their application in organizational development is preferred.
  • Strong background in data analysis and performance metrics to drive decision-making and improvement initiatives.
  • Proficiency in project management methodologies (e.g., Agile, Lean, Six Sigma) to drive process improvements and innovations.
  • Ability to work in a fast-paced environment; strong analytical skills, and strong written and verbal communication skills.
  • Excellent interpersonal and collaboration skills, with a history of working effectively with multiple stakeholders across various departments or sectors.
