The Maryland Transit Administration (MTA) is seeking a Talent Acquisition Manager in the Office of Human Resources. The Talent Acquisition Manager will oversee and perform advanced professional human resources administration work in all aspects of recruitment and talent acquisition functions including developing recruitment strategies for talent sourcing and reviewing and evaluation of candidates, screening, test development, test administration, developing interviewing panels, and assisting departments with the selection of candidates for employment. The Manager will also provide supervisory oversight and hands-on support of the Talent Acquisition team and administration of its related programs and functions.

Essential Functions

  • Oversees, coordinates, and reviews the work of professional and support personnel engaged in talent acquisition and human resources administration activities.
  • Establishes, administers, and updates standard operating procedures (SOP) to implement policies, and to ensure consistency of talent acquisition and human resources administration activities.
  • Provides lead administration, approvals and training on recruitment and talent acquisition system (NEOGOV).
  • Reviews and qualifies applications based on minimum qualifications for vacant positions in NEOGOV. Prepares final eligible lists, refers top candidates to hiring departments.
  • Reviews and approves Interview Summary Form based on structured interview questions and job relatedness.
  • Conducts research and studies and prepares recommendations to assist in recruitment and talent acquisition policy development. Interprets and ensures compliance with applicable human resources laws, rules, regulations, policies and procedures, and collective bargaining agreements (CBA) and memorandum of understanding (MOU).
  • Manages test administration in compliance with rules and regulations; Assists test vendors in the development and implementation of test validation process and procedures for written and oral examinations.
  • Oversees employment background process and verification for new hires, promotions, transfers, or employment status changes.
  • Creates and oversees recruitment and retention activities with local agencies and other private and public organizations; Manages internship and fellowship programs.
  • Assists with recruitment and talent acquisition implementations and ongoing recruitment efforts.
  • Researches and responds to inquiries, writes, and edits correspondence, schedules interviews and meetings, etc.
  • Creates and prepares various reports for senior management.
  • Monitors and evaluates performance.
  • Participates in all projects related to recruitment and talent acquisition.
  • Performs other duties as required.

Qualifications

Education/Experience:

Bachelor's degree in business, Human Resources, or a related field is required. Six (6) years of Human Resources management experience is required. Five (5) years of professional personnel work in the areas of human resources, talent acquisition administration, and policy formulation. Two (2) years of this experience must include managing and administering talent acquisition function in public or public sector as an experienced in-house or external recruiter.

Selective Qualifications

Working knowledge of talent acquisition experience in a unionized environment is preferred.

Notes

  • Thirty graduate semester credits from a college or university in the field of personnel administration, business administration, public administration, statistics, tests, and measurements, or psychology may be substituted for one year of experience.
  • P araprofessional or professional personnel management work experience may be substituted on a year-for-year basis for up to four years of the required education.
  • For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
