The incumbent functions as a liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal/external to the office. Receives and monitors completed actions or responses for completeness and accuracy again policies and procedures.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring and managing incoming actions and requests; analyzing responses for completeness and accuracy against policies and procedures; conducting studies on operational processes, issue topes, or related special projects; coordinating events hosted by officials with assistance from continuing educational staff; exercising control over appointments with complete authority for commitments of time, helping to establish priorities; serving as the point of contact for national initiatives and projects between internal and external stakeholders; tracking staffing levels and recruitment activities within the Medical Center, creating position descriptions and submitting recruitment packages; ensuring Medical Center policies and procedures are consistent with agency policies; maintaining timecards, initiating personnel actions, and overtime actions ensuring appropriate personnel actions are completed on a timely basis; receiving and processing of correspondence and documents. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, OR three (3) full years or progressively higher level graduate education leading to such a degree, OR LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate-level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, transcripts must be submitted with your application. Experience must be clearly indicated in your resume.

Responsibilities:

Major Duties:
  • Analyzes responses for completeness and accuracy against known policies and procedures.
  • Conducts conventional studies on operational process, issue topics, or related special projects.
  • Coordinates events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff and initiatives when warranted.
  • Tracks routine deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions.
  • Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or department offices.
  • Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings.
  • Reviews and analyzes materials in coordination with the originating office(s), and/or developing materials as needed using available resources or subject matter expertise.
  • Assists and serves the full range of functions within the administrative realm of all the Services at the Medical Center.
  • Provides the MCD complete and accurate technical support by exercising considerable judgment in the application of appropriate guidelines and policies in achieving organizational goals.
  • Coordinates and tracks all deliverables and makes assignments to the most appropriate subject matter experts and compiles them into a consolidated and thorough response.
  • Exercises control over the Medical Center Director's (MCD) appointments with complete authority for commitments of time; helping to establish priorities.
  • Tracks staffing levels and recruitment activities within the Medical Center; collates, stores, and manages position descriptions. Creates position descriptions as necessary. Submits recruitment packages.
  • Receives and processes all correspondence and documents transmitted through the Office of the Medical Center Director for review, approval, and signature, establishing controls on certain items, recurring, and non-recurring reports, Medical Center correspondence, etc.
  • Serves as point of contact for national initiatives and projects coordinating actions between internal and external stakeholders to effectively launch ELT initiatives or projects.
  • Ensures Medical Center policies and procedures are consistent with agency policies, VA/HR guidance or established appropriate precedents.
  • Supports the MCDs priorities in all cases and acts as a confidential assistant.
  • Organizes information, draft reports and highlights the most important points when briefing the MCD.
  • Acts as the PIV sponsor for the Office of the Medical Center Director and as a backup for the Services that fall under the ELT, enters access requests for VA computer systems ensuring all requirements are met prior to issuance, requests logistical support on behalf of the Office of the Medical Center Director and for the programs that report to that office.
  • Serves as the Designated Records Liaison Officer for the Office of the Medical Center Director, and is responsible for filing, as well as establishing and maintaining files, including storage and disposition.
  • Comprehends and applies instructions relative to administrative concerns. Evaluates circumstances, makes recommendations for alternative situations, executes actions as appropriate.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
