FLSA: Exempt
REPORTS TO: Superintendent
SUPERVISES: Directors and Coordinators of Curriculum, Student Services, Federal Programs, Testing/Accountability, ML and AIG
TERMS OF EMPLOYMENT: 12 months
QUALIFICATIONS:
- Master’s Degree in Education or related field required; earned doctorate, preferred.
- Valid North Carolina Professional Educator’s License in any of the following: School Administrator: Superintendent (Area 0011), School Administrator: Principal (Area 0012), or Curriculum Instructional Specialist (Area 0112).
- Five (5) years supervisory/administrative experience required. (Experience working with Superintendents, executive cabinet leaders, School Board members, government agencies or boards, non-profit organizations, or community representatives strongly preferred.)
- Elementary and Secondary Principal experience preferred.
- Demonstrated proficiency in instructional technology and digital/blended learning.
- Valid North Carolina Driver License.
NATURE OF WORK: Under the direction of the Superintendent, the Chief Officer of Academics and Student Affairs leads and supports the administration of curriculum development and instructional programs and programs for support services for students in the school system. The Chief Officer of Academics and Student Affairs will supervise elementary, middle, and high school curriculum and instructional staff, as well as School Nurses, School Counselors, and Social Workers. The Chief Officer of Academics and Student Affairs provides administrative and strategic leadership support for the district’s curriculum and instruction priorities, working closely with district executive staff. The Chief Officer of Academics and Student Affairs will work with Safe and Drug Free Schools, and coordinate the comprehensive security and safety program for the district.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of federal, state, and local laws, rules and regulations governing North Carolina public schools
- Knowledge of the County and School Board policies, procedures, and standards
- Considerable skill in utilizing technology as a tool for efficiency, productivity, and curriculum delivery, professional development, and content creation
- Knowledge of the organization and communication channels of the school system
- Knowledge of NCStar school improvement process tool
- Knowledge of principles, procedures and practices of public school administration
- Knowledge of personnel and management principles, practices, and strategies as they relate to the administration of student support services, policy development, and related services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. - Leads curriculum development and instructional programs and services (PreK-12) for the school system.
- Evaluates and continuously improves the effectiveness of the Curriculum and Instruction division by operationalizing the division’s strategic plan.
- Facilitates, supervises, and evaluates the processes of curriculum and instruction staff.
- Aligns local, state, and federal budgets to the district’s strategic curriculum/instructional priorities.
- Builds the capacity for instructional leadership in the school leaders of the district through professional development and curriculum and instructional leadership development.
- Remains current on North Carolina Department of Public Instruction policies/processes and North Carolina General Assembly legislation that impacts curriculum and instruction.
- Provides leadership in facilitating achievement of the system’s mission and goals for teacher professional learning and student achievement.
- Facilitates the continuous improvement of instructional and curriculum development services.
- Investigates, pursues, and administers grants to support curriculum and instructional services throughout the system.
- Designs processes for collaborating and partnering between the school system, state and local agencies, and the community.
- Conducts program evaluation for all curriculum and service areas, prepare and maintain files, records, and reports in accordance with local, state, and federal regulations and guidelines.
- Provides direction, consultation, and supervision of School Nurses, Social Workers, School Counselors, and School Resource Officers.
- Provides direction in the development, revision, and implementation of the District Crisis Response Plan.
- Coordinates local scholarships.
- Coordinates services with and serves on community/special interest groups and committees.
- Assists and advises site-based administrators in matters of safety and security.
- Serves as Title IX Coordinator for the district.
- Oversees the district’s effort to collect and compile the required annual school crime report to the NC Department of Public Instruction.
- Serves as liaison with other agencies such as local and state departments.
- Serves as the Homeless Liaison for Martin County Schools and prepares and oversees the homeless grant application and funding.
- Serves as the designated mediator or parent/school personnel in problem solving sessions/concerns as assigned by the Superintendent.
- Represents the school system on interagency committees and task forces.
- Provides input in the selection and assignment of system and school leaders.
- Evaluates school leaders as assigned by the Superintendent.
- Performs other duties as necessary or requested to improve or enhance the efficiency and effectiveness of programs, operations, and processes in the system.
PHYSICAL AND COGNITIVE REQUIREMENTS: The major physical and cognitive requirements listed below are applicable to the Chief Officer of Academics and Student Affairs job classification within Martin County Schools. Work in this classification is considered medium physical work requiring the exertion of up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
Physical Requirements: Work regularly requires standing, walking, sitting, and speaking or hearing. Frequently requires using hands to finger, handle or feel, and repetitive motions. Occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, and lifting. Work has standard vision requirements.
