Job Description

Position Overview

The Data Analyst support clinical and research programs addressing chronic diseases including obesity and diabetes. The analyst manages program data, develops performance dashboards, and leads the preparation and coordination of required data reporting to support health interventions and continuous improvement.

Working with program leaders, clinical teams, and external partners, the analyst turns complex healthcare and program data into clear, actionable findings across initiatives such as telehealth and value-based care. The role requires strong analytical skills, and extensive familiarity with healthcare systems.

Core Responsibilities

Data Management and Quality

• Manage and maintain data across several initiatives, integrating approved sources such as program records, electronic health records, claims, enrollment files, and partner submissions as available.
• Develop repeatable processes to extract, clean, transform, link, and validate data. Investigate missing values, duplicates, inconsistencies, and reconciliation issues with data owners and program partners.
• Maintain data dictionaries, measure specifications, source documentation, and version-controlled analytical code to support consistent definitions, reproducible results, and reliable reporting.

Dashboards and Performance Measurement

• Design, develop, and maintain interactive dashboards using tools such as Power BI or Tableau to monitor key performance indicators, service utilization, access, quality, and program outcomes.
• Collaborate with the intervention team to define measures, baselines, targets, denominators, and reporting periods. Establish dashboard refresh schedules appropriate to source availability and clearly display data currency and limitations.
• Analyze trends and variation across initiatives, populations, providers, and geographic areas. Assess rural access barriers and disparities while applying appropriate safeguards for small populations.

Federal and State Reporting

• Lead data collection, validation, analysis, and preparation of required federal and state reports. Coordinate internal review, approval, and timely submission according to terms, reporting specifications, and program deadlines.
• Maintain reporting calendars, submission instructions, validation checks, and supporting documentation. Reconcile reported results to source data and retain an auditable record of submissions, revisions, and approvals.
• Monitor changes to reporting requirements with program and compliance staff, translate them into data specifications, and help resolve reporting discrepancies and follow-up requests

Data Governance and Partner Collaboration

• Support data-sharing agreements and exchange protocols in collaboration with legal, privacy, security, and information technology teams.
• Follow approved data-use restrictions, access controls, secure transfer procedures, retention requirements, and applicable privacy policies. Escalate data access, quality, or security concerns through established channels.
• Provide technical assistance and training on data submission specifications, dashboard use, measure interpretation, and basic data literacy. Work with partners to improve completeness and consistency of submissions.

Analysis and Program Improvement

• Use appropriate statistical and analytical methods to identify trends, service gaps, and opportunities for improvement. Distinguish descriptive findings from causal conclusions and communicate limitations, including data lags and incomplete coverage.
• Translate findings into concise reports, presentations, and recommendations tailored to clinical, operational, and executive audiences. Partner with program teams to evaluate changes and monitor progress toward established goals.

Required Qualifications

Education

• Bachelor's degree in data science, statistics, public health, economics, information systems, or a related quantitative field.

Experience

• At least one year's of professional experience in data analysis or business intelligence.
• Understanding of rural healthcare delivery and the access barriers, provider capacity constraints, and community factors relevant to West Virginia.
• Proficiency in SQL and Excel; demonstrated experience developing dashboards in Power BI, Tableau, or a comparable visualization platform, and using R, Python, SAS, or a comparable tool for analysis.
• Demonstrated ability to validate complex datasets, document analytical methods, interpret statistical results, and manage multiple reporting deadlines with close attention to accuracy.
• Strong written and verbal communication skills, including the ability to explain findings to nontechnical audiences and collaborate with clinical, program, technical, and external partner teams.
• Knowledge of healthcare data privacy, confidentiality, secure data handling, and data governance practices.

Preferred Qualifications

Education

• Master's degree in a relevant quantitative, public health, or health informatics field.

Experience

• Experience in a U.S. healthcare organization and grant-funded programs.
• Experience with West Virginia healthcare data or partners; telehealth, transportation, or value-based care evaluation; geographic analysis; or automated reporting and data integration.
