What are the responsibilities and job description for the Early Childhood Consultant position at Marshall KY?
QUALIFICATIONS: Valid Kentucky Certification
REPORTS TO: Director of Special Education
PERFORMANCE STANDARDS:
PROGRAM MANAGEMENT
- Maintains an orderly system of management and keeps the Marshall County Director of Special Education, Supervisor of Elementary Instruction, Head Start Director and/ or Head Start Education Coordinator informed of the programs activities and problems as well as routine matters relating to his/her own accountability.
- Assists with interviews for Preschool staff positions.
- Completes data collection for state Preschool reports, December 1 Special Education report, March 1 Preschool Enrollment Count, and assists with data collection for federal Head Start reports.
- Identifies children eligible for tuition program, maintain records, collect tuition payments for Fall and Spring semesters.
- Makes home visits as necessary to encourage participation, positive communication between family and Preschool, etc.
- Designs district Preschool templates for lesson plans, observations, and response to intervention (RTI).
- Performs monthly classroom observations for each preschool teacher and completes a post-observation discussion regarding teacher/classroom strengths and weaknesses.
- Provides professional development opportunities related to current program goals for district preschool staff.
SPECIAL EDUCATION
- Organizes the Preschool/Kindergarten “Child Find” activities by: coordinating and communicating with appropriate community service agencies, planning, scheduling, and coordinating the referral, testing, and placement of students identified from “Child Find” activities.
- Coordinates with agencies to obtain evaluation information (i.e., audiologist, eye doctor, KSB, etc.)
- Monitors individual education programs and student folders to ensure student needs are being met within specified legal guidelines/regulations.
- Coordinates, schedules, and attends ARC meetings as requested by Guidance Counselors, Teachers, or Special Education Director.
- Coordinates and schedules ARC transition meetings for children entering Preschool from First Steps and for children entering Kindergarten from Preschool.
- Assists in coordination and maintenance of the child tracking system.
- Assists Early Head Start home-based teacher and Preschool teachers in intervention programming.
STAFF TRAINING
- Disseminates materials and trains Preschool staff on new and revised matters.
- Provides training to Preschool staff in the following areas: assessment and identification, specific curriculum programming and materials, programming, methods/strategies, service delivery systems, parental involvement, and other identified by needs assessment.
- Assists in formulating checklists and forms for accurate documentation.
- Assists in providing teachers with accurate training and feedback regarding appropriate due process procedures.
- Consults with school personnel concerning behavioral and academic needs of students upon request.
- Assists with training for accurate utilization of IEP’s.
- Collects relevant data, reviews and recommends curriculum needs for Preschool children.
- Provides pertinent information regarding special education materials.
- Assists teachers in the area of student transition activities.
- Provides recommendations and documentation concerning individual students to Principals and/or Guidance Counselors upon request.
PROFESSIONAL
- Attends state, regional, and local meetings as necessary for the discussion of matters relevant to the Preschool/Head Start program.
- Performs related duties and assumes other responsibilities as may be assigned by the Director of Special Education/Preschool Coordinator, Supervisor of Elementary Instruction and/or Superintendent.
