Description

The Purchasing Manager will be responsible for the administration of the Marshall Farms purchasing program. The program will be cognizant of various fiscal goals including cash-flow management, maximizing economies of scale, limiting waste and ensuring accountability of company material and assets and over-seeing day-to-day activities of other Purchasing Personnel.

E. Ensures self and staff keep up-to-date on technical knowledge and developments that impact roles. Uses this information to drive improvements and/or prepare for changing requirements. 

F. Ensures an effective learning environment by coaching employees, orchestrating learning opportunities, and providing relevant, high-impact feedback. 

G. Interviews effectively, selects the right people, and ensures effective on-site orientation and training for new employees. 

H. Fosters an environment where every employee feels they are a valued, appreciated and an important member of the Marshall Team. 


Product Sourcing 

A. Develop specification for material or service with area supervisors and/or end users. 

B. Propose alternative solutions to requested specification (if available) & review current resources. 

C. Identify & qualify vendors through comparison of quality, pricing, service, vendor fitness and shipping terms. 

D. Solicit competitive bids and or blanket pricing. 

E. Perform vendor evaluations through periodic review of pricing, quality and delivery to ensure best source of service and material. 

F. Review & confirm pricing and vendor terms with Accounting. 

G. Maintain department level inventory sheets by establishing stock areas and working with end-users on achieving system integration. 


Day-to Day Purchasing 

A. Manage inventory worksheets to determine need to order. 

B. Accept Material Request/Purchase Orders for items and review inventory. 

C. Order material and update requestor of status changes as needed. 

D. Inspect received items against Purchase Orders and developed specifications. 

E. Request SDS copies for all new products and forward to Director of Human Resources with notation as to the requesting party/department. 

F. Reconcile packing slips against Purchase Orders. 

G. Coordinate material returns and outbound UPS shipments. 

H. Organize, direct and manage other Purchasing Department personnel. 


Material Procurement-Administration and Development 

A. Work with Area Directors and Department Mangers to develop and maintain good operational knowledge of the company’s business units and their material and service requirements. 

B. Define and develop Purchasing Department policies and procedures to help achieve fluid and efficient operations and accountability 

C. Work with Accounting and top management to develop systems and practices that ensure accountability, efficient purchasing and use of materials in an effort to manage overall spending. 

D. Liaise with Accounting and manage Purchasing Department staff to ensure Acumatica is effectively used to capture and report vendor expenditures. 

E. Periodically review current vendor accounts for changing trends. 

F. (Forecast/plan) (Department/project) material usage with end-users and supervisors. 

G. Work with supervisors and managers on reviewing current applications and processes and propose new alternative solutions surfaced through research or changes in industry. 

H. Develop vendor relationships to enhance farm operations and to minimize end-user/vendor interaction. 

I. Review material set-points/reorder points to manage cash outlays and maximize discounts while considering usage, storage and spoilage; 

J. Develop vendor & category review process to maintain close scrutiny of commodity items. 

K. Manage material storage areas (including warehouse space) for efficiency of access, protecting product from theft and damage. 


Asset/Inventory Control 

A. Develop and manage asset control system. 

B. Survey and record current assets and assign responsibility. 

C. Coordinate material receiving and forwarding. 


Significant/Complex Category Analysis

A. Identify and track select category product/service usage based on criteria developed with the area Director. 

B. Identify trends, internal and external influencers and other factors related to use of product or service. 

C. Prepare cost models and develop strategic plan option for management consideration related to select categories management. 


Processes Consistently Meet Standards for Safety, Quality, Cost, Service & Delivery 

A. Ensures the development, documentation and implementation of standardized processes for key business functions, identifies changes that would enhance the process, ensures that all change control documentation is implemented, and that all stakeholders are appropriately trained on the process. Develops quantitative techniques to monitor process performance. 

B. Identifies and implements ways to create operating efficiencies, eliminate redundancies, and improve business results. 

C. Upon receipt of a quality deviation/complaint, conducts and facilitates investigations to determine root cause. Works with the appropriate discipline to identify corrective/preventative measures necessary to prevent recurrence. 

D. Assists in ensuring that site activities do not create a negative impact on the work or natural environment.

Requirements

Education/Experience:  High School Diploma 5 yrs related experience. 


Competency Requirements: Individual will be capable of working with various computer applications including Microsoft Word & Excel. Individual will be required to effectively and consistently perform above listed Essential Tasks.

Work Conditions: Duties of this position are primarily performed indoors, Monday –Friday approximately 7:00AM to 3:30PM. Hours may periodically fluctuate including requirement of weekend work. 


Physical Requirement: Though primarily and office position, physical requirements require ability to operate a forklift.


Mental Requirement: Minimum mental requirements necessary to perform key tasks of job to include but not limited to effective interpersonal communication, maintain attention to detail, comprehension (oral & written), understanding interrelationships between processes/activities, ability to forecast and anticipate consequences to actions, ability to coordinate activities logically, problem solving, maintain confidentiality, work with constant interruptions, stress, etc.


The Purchasing Manager is a grade M5, Exempt ($69,659.20 - $104,499.20)
