Duties & Responsibilities
Work Intake & Make-or-Buy Decisions
- Serve as the single intake point for all scaffolding and pipe/equipment insulation requests from across the organization.
- Evaluate each request’s scope, complexity, safety requirements, and timeline, and decide whether it can be completed safely and competently in-house versus needing to be bid out.
- Develop scope documents, solicit and evaluate contractor quotes, coordinate scheduling and site access, and oversee contractor work quality, safety compliance, and cost against budget when work is bid out.
- Track and report on cost, cycle time, safety performance, and the in-house vs. contracted mix, using that data to inform the multi-year in-house transition plan.
- Build, lead, train, and supervise a crew of 3–4 insulation and scaffolding technicians.
- Serve as a working lead, actively performing insulation and scaffold erection tasks alongside the crew, especially early in the role while skills are being built.
- Assign daily tasks, coordinate manpower, and monitor productivity and quality of work performed in-house.
- Build a documented skills/certification progression for the crew (e.g., competent person training, scaffold user/erector training, insulation techniques) and track individual development against it.
- Mentor crew members to improve skills, workmanship, and safety awareness, and maintain an accurate, current view of the crew’s actual capability so make-or-buy decisions are based on real skill level.
- Perform and oversee insulation of industrial piping, tanks, vessels, and equipment at grade and at elevation.
- Install or oversee installation of insulation materials, including mineral wool, fiberglass, calcium silicate, foam glass, and associated jacketing systems.
- Read and interpret insulation specifications, drawings, and work scopes.
- Ensure insulation systems meet quality standards, energy efficiency requirements, and environmental conditions.
- Erect, modify, inspect, and dismantle scaffolding systems in accordance with OSHA and company standards.
- Perform work at heights using appropriate fall protection systems.
- Safely operate and work from man lifts, aerial lifts, and other access equipment as required.
- Ensure scaffolding and lift equipment are properly inspected, tagged, and safe for use.
- Enforce all safety policies, procedures, and job hazard analyses (JHAs).
- Conduct pre-task planning, toolbox talks, and daily safety briefings.
- Ensure proper use of fall protection, harnesses, lanyards, and tie-off systems.
- Identify and correct unsafe conditions and behaviors.
- Ensure compliance with OSHA regulations and site-specific safety requirements.
- Coordinate work activities with operations, maintenance, and project teams so scaffold/insulation needs don’t become the bottleneck on other work.
- Manage scaffolding and insulation materials, tooling, and inventory; plan ahead for jobs requiring lead time.
- Track material needs and communicate shortages or issues.
- Assist with job planning, estimating, and sequencing when required.
