Description

Markon is seeking a Diplomatic Facilities Manager to support one of our Intelligence Community customers.

Responsibilities
    Responsible for assigned Defense Attache Offices (DAO) renovation and restoration projects from project initiation through physical and financial closeout.
  • Advises and coordinates with Directorate of Operations (DO)/Defense Attache System (DAS) HQ senior leadership, DAO staff, and management officials at U.S. Embassy facilities on a full range of project-related issues.
  • Coordinates and integrates the daily efforts of DIA information technology (CIO), DIA security (SEC), U.S. Army Corps of Engineers (USACE), and design/construction companies to meet contract/construction requirements.
  • Coordinates with Department of State-Overseas Building Operations (OBO) and Diplomatic Security (DS) to meet administrative requirements and plan schedules for selected renovations/restorations and/or New Embassy Compound projects.
  • Coordinates with OBO area managers on future OBO construction projects to ensure de-confliction of DIA projects.
  • Leverages relationships with industry and other agency partners to effectively meet joint customer and project requirements.
  • Assesses daily project needs, determines attributes, and reviews architectural construction design drawings to ensure compliance with ICD-705 standards and Department of State Overseas Security Policy Board (OSPB) standards.
  • Holds regular 60 percent, 95 percent, and 100 percent design reviews with government and design representatives.
  • Maintains an OBO ProjNet account to resolve security/design comments for OBO and DS during the building permit process.
  • Maintains past and current records related to renovations and New Embassy Compound projects where DAOs are included in the design.
  • Coordinates and attends design and construction site visits for USACE and contractor worldwide travel.
  • Performs daily administrative tasks for the preparation of DAO renovations by tracking multiple drawing sets and mailing/delivering drawings to multiple companies (e.g., USACE and Department of State).
  • Identifies detrimental shortfalls to provide informed recommendations to government personnel for future planning strategies.
  • Inputs project cost information and maintains audit tracking of the facility program.
  • Tracks Embassy approval cables and messages related to DAO renovation projects.
  • Performance of this contract includes worldwide travel including the U.S. CENTCOM AOR and other locations as required for completion of tasks directly related to this scope. Travel averages approximately one week per month.
Qualifications
  • Bachelor's degree.
  • 10 years of experience managing complex projects, including experience with U.S. Embassies.
  • TS/SCI clearance with CI Polygraph.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Access, and Outlook) and Microsoft Project.
  • Proficiency with developing project management plans, leading multi-discipline teams of architects and engineers from a variety of organizations, and monitoring/reporting project status.
  • Highly skilled in customer service and diverse stakeholder engagement.
  • Competent in reading and understanding construction drawings/specifications and knowledgeable in standard construction industry practices.
  • Experience with typical U.S. Embassy operations and personnel.

Desired:

  • Experience with applying ICD-705 standards and/or Department of State Overseas Security Policy Board (OSPB) standards.
  • Experience with renovation of existing spaces and secure shipping requirements.
  • Experience with providing comments on design drawings using systems such as Dr. Checks, ProjNet, or similar design review applications.
  • PMP certification.
Salary Range
USD $88.00 - USD $88.00 /Hr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
