The Marion County Sheriff’s Office is seeking applicants for a Victim Assistance Program Coordinator to join our team. As a part of our Community Corrections Division, the Victim Assistance Program Coordinator provides important services to adult and child victims of crimes and their families. As a member of our team, The Victim Assistance Program Coordinator typically work four hours a day Monday through Friday with flexibility based upon the needs of the Sheriff’s Office. As a non-exempt employee, this position is eligible for overtime.

GENERAL STATEMENT OF DUTIES
Provide services to victims and witnesses of crimes while performing advocacy duties for victims within the criminal justice, juvenile delinquency and dependency systems. May coordinate a program encompassing community volunteers to provide advocate services to victims of crimes.

SUPERVISION RECEIVED
Work under general supervision of the Victim Assistance Program Manager, who assigns work, sets goals and reviews for conformance to policy and procedures.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification. However, the incumbent may act as a lead worker over volunteers, which may include reviewing work, organizing, planning and scheduling work assignments, and providing training.

Typical Duties - Duties include, but are not limited to the following

  • Coordinates and presents advocate training; develops and prepares training materials; evaluates training program.
  • Conducts case management; analyzes files, assigns cases to volunteers and staff, develops case action plan, and monitors case progression. Develops systems to more efficiently accomplish all aspects of case management.
  • Provides direct services to adult and child victims of crimes and their families. Direct services include crisis intervention, short-term supportive counseling, trial preparation, advocacy, court accompaniment, and referrals.
  • Coordinates schedules and oversees volunteer advocates; conducts meetings and provides training to enhance advocates knowledge and skills.
  • Coordinates cross-agency collaboration to improve system response to victims.
  • Compiles statistical reports, analyzes data and makes recommendations.
  • Conducts training for departmental staff and provides staff support and representation on advisory boards and interagency committees.
  • Prepares for and performs occasional public speaking engagements to community agencies and organizations regarding the Victim Assistance Program.
  • Participates in professional organizations and committees.
  • Attends meeting and performs job duties at various county and community sites, so driving is required.
  • Performs other duties as assigned.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Associate degree in criminal justice, law enforcement, social science, social work or related field; AND
  • Two years of victim assistance advocacy experience, including experience coordinating cross-agency collaboration with multiple community partners; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
PREFERENCES
  • Preference will be awarded to individuals with experience or training in the Department of Human Services child welfare system and/or the juvenile dependency process.
SPECIAL REQUIREMENTS
  • Must be able to obtain and maintain Oregon Crime Victims' Assistance Network Victim Service Professional Certification within 2 years from hire date.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of the criminal justice system, court proceedings, and the legal system in the District Attorney's office; supervising or leading volunteers; managing a volunteer program; motivating and coaching techniques. Ability and skill to prepare reports and correspondence; track statistical data for grant requirements; communicate effectively in both oral and written form; respond effectively in crisis situations with a prejudice and judgment-free attitude; make appropriate referrals to community resources for direct service; work with individuals and agencies with a variety of backgrounds and purposes; ability to articulate and express thoughts in the language understood by those being addressed (includes people at all educational levels and in all walks of life and cultural groups); recruit, organize, train and supervise a volunteer staff working in the areas of crisis intervention and counseling; conduct public speaking and training engagements; coordinate and collaborate with system partners to create an appropriate response for victims; establish and maintain professional, effective, and collaborative working relationships with the public, co-workers, volunteers, courts, and other agencies; operate a computer; operate an automobile.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; reads a 12 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal speech level; sits; moves about the work area; operates a computer; bends; reaches overhead; lifts up to 15 lbs.; pushes/pulls up to 50 lbs.; uses office chemicals such as toner; traverses wet and uneven terrain; responds to calls in all weather conditions.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your student loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.
