GENERAL STATEMENT OF DUTIES
Perform various administrative and technical level treasury duties, including cash management and investment functions related to banking. Responsible for electronic payments, and receipts, tax turnover, backs up the County Treasurer in their absence.

SUPERVISION RECEIVED
Work under the general supervision of the County Treasurer, or designee, who assigns work, establishes goals, and reviews results obtained for compliance with department and program policies, procedures and goals.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification; however, may exercise lead direction over other administrative or office staff.

Typical Duties - Duties include, but are not limited to the following

POST DAILY BANK and LOCAL GOVERNMENT INVESTMENT POOL CREDITS AND DEBITS

  • Using a variety of original source documents create, verify, upload and post excel journals for bank credits and debits and post into the Oracle General Ledger.
  • Clear Payroll, Accounts Payable and Garnishment checks from Oracle.
POST INVOICES
  • Using a variety of source documents, apply cash received into Oracle Accounts Receivable against the appropriate customer number or invoice.
  • Research checks received for appropriate application. Investigate customer accounts to ensure balances are applied correctly.
ADMINISTER COUNTY-SIDE CASH RECEIPTING SYSTEM, TELLER
  • Manage users by adding new users, deleting users and modifying user access, unlocking users and resetting passwords, and verify annual license usage for payment.
  • Update, add or delete general ledger accounts and update, add or delete Item Types with all associated data.
  • Thoroughly test patches and updates, including interfaced or integrated systems.
PAYMENT CARD COMPLIANCE
  • Audit department and county-wide compliance with the Payment Card Industry Data Security Standards.
  • Complete annual compliance activities through the county’s merchant banks.
  • Recommend corrective action when necessary to the county treasurer to maintain compliance.
RECONCILE BANK STATEMENTS
  • By the 15th of each month, reconcile the bank statements to General Ledger or cash management system.
TAX TURNOVER
  • Import the tax turnover into General Ledger and audit against the reports from the Tax software.
  • When audited, transfer to Oracle Accounts Payable and audit checks and electronic payments.
  • Prepare tax and AP reports and mail to districts.
MONTHLY INVESTMENT REPORT TO BOARD OF COMMISSIONERS
  • Prepare monthly investment reports from Tracker as per ORS 208.090 for the commissioners.
TRAINING
  • Facilitate or lead monthly training sessions on Cash Handling, Payment Card Industry security and cash receipting software.
  • Develop new training as necessary due to PCI or business process changes.
  • Verify that mandated training is attended by required county employees.
  • Track attendance at trainings and required forms for compliance.
UNCLAIMED PROPERTY PROCESS
  • Prepare and escheat unclaimed property as required by each States’ statutes and rules.
  • Notify property owners as required by each States’ statutes.
INVESTMENTS
  • Monitor and enter investment software, any maturing, called or sold investment details.
  • Prepare an Oracle GL journal for matured investments.
MANAGE CASH
  • Ensure that there is enough cash in accounts to cover daily disbursements.
  • Plan ahead and have cash in bank to cover upcoming disbursements, including bond payments, tax turnover, etc.
  • Send ACH and wire transactions up to $150,000,000.00 using a variety of methods (internet, phone, fax) from various banks.
  • Upload positive pay and ACH files to the bank using a File Transfer Protocol established by the county I.T. department.
OTHER
  • May back up accounts payable as need for coverage by verifying and auditing accounts payable transactions, reviewing documentation for accuracy, adequacy, proper authorization, and appropriate account numbers.
  • Apply county policies, procedures, and accounting principles; identify and resolve discrepancies and prepare corrective entries.
  • Other duties as assigned by supervisor.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Graduation from high school, or equivalent; AND
  • Three years of banking or accounting experience; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

PREFERENCES
  • Government banking or accounting experience
  • College course work in bookkeeping, accounting, or government accounting
NECESSARY SPECIAL REQUIREMENT
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of principles and practices of financial and investment portfolio management; accounting and bookkeeping systems, procedures and techniques; applicable federal, state, and local laws rules, and regulations; financial terminology; financial information systems and spreadsheet software; office practices, procedures and equipment.

Skills and abilities to interpret and process financial documents according to appropriate procedures; accurately count, record, audit and balance transactions; perform arithmetic calculations and enter data with speed and accuracy; operate a calculator, computer terminal and other office equipment; communicate effectively orally and in writing; analyze and interpret data; exercise good judgment in making finance related decisions; establish and maintain cooperative working relationships with vendors, customers and county employees; and problem solve complex accounting problems and issues.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

VETERANS’ PREFERENCE
Applicants are eligible to use Veterans’ Preference when applying with Marion County in accordance with ORS 408.225, 408.230, and 408.235 and OAR 105-040-0010 and 105-040-0015. Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.

DOCUMENTS REQUIRED FOR VETERANS’ PREFERENCE

  • One of the following:
    • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
    • Letter from the US Department of Veterans Affairs indicating receipt of a non-service connected pension; OR
    • Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
  • In addition to one of the above documents, Disabled Veterans must also submit one of the following:
    • A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
