JOB SUMMARY:
Provides leadership and direction to assigned Group within established objectives and policies set by the Executive team and the Board of Directors. Provides input on Hospital’s strategic initiatives and develops tactical strategies for assigned service group. Directs, plans and organizes all functions and activities within security, safety and programmatic requirements specific to Environment of Care. Ensures compliance with regulatory agencies, Environment of Care, and established Hospital standards, practices, and procedures.
JOB SPECIFICATIONS:
EDUCATION
Bachelor’s Degree or equivalent desirable
Masters’ Degree preferred
Special courses in general management and personnel management recommended.
Certification in related Environment of Care subjects desired.
EXPERIENCE
3 to 5 years progressively responsible management experience
5 years applicable experience
PREREQUISITE SKILLS
Demonstrated ability to work effectively with a diverse staff
Demonstrated ability to communicate with all levels of Hospital personnel and external clients
Ability to set priorities, achieve objectives, solve problems, meet deadlines, coordinate simultaneous projects, and make decisions
LICENSE/REGISTRATION/CERTIFICATION:
Management of Assaultive Behavior, Environment of Care and/or Environmental Management certification desirable

PATIENT PRIVACY (HIPAA Compliance):
Employees in this position have access to protected health information. The protected health information a person in this position can access includes demographics, date of service, insurance/billing, medical record summary information, and all other information that may be contained in patient records. This position requires patient health information to perform the functions outlined as part of this position description.
DUTIES AND RESPONSIBILITIES:
ESSENTIAL (not modifiable)
- Provides input on Hospital’s strategic initiative and develops tactical strategies for the economic success of the Hospital, change management, organizational re-engineering and nontraditional approaches to organization and problem solving
- Manages employees, either directly or through Managers/Coordinators. Develops standards of performance, allocates resources, and approves personnel actions. Provides feedback and coaching to staff to ensure appropriate professional growth and development
- Develops Group’s goals and objectives, and establishes and implements policies and procedures for its operations including emergency response procedures specific to safety and security practices affecting patients, visitors and staff
- Serves as the Hospital’s Safety Officer, authorized to manage risk, coordinate risk reduction activities in the physical environment, collect deficiency information to coordinate the development, implementation, and monitoring of the safety management activities
- Develops Group’s operating budgets and ensures that budgets are maintained. Initiates appropriate interventions throughout year to stay on budget. Issues action plans when required to do so /-5% of YTD or annual budgets
- Directs the preparation and maintenance of various management reports. Prepares periodic reports including those required monthly for Environment of Care committees and sub-committees, quarterly executive summaries and the annual safety reports to the various boards and board related committees
- Ensures that the Group complies with Hospital policies and objectives and with regulatory requirements. Responds to Environment of Care programmatic changes initiated by regulatory agencies, corporate safety and security or executive director team
- Participates in Hospital committee meetings as required. Chairs the Environment of Care Committee and oversees the organization of related sub-committees. Attends and serves as Hospital representative on professional/civic service organizations, as appropriate
- Initiates and coordinates interaction and activities with other departments, agencies, and individuals. Responsible for interfacing with County committees specific to Environment of Care programs, CHP Pull Notice Program, Secret Service and Forensic agencies
- Evaluates the quality and appropriateness of Group programs, actions, policies and procedures and reports through the Environment of Care committee and sub-committees. Assumes responsibility for corrective action when appropriate through interventions designed to correct safety or security deficiency
- Conducts investigations into safety and security events working closely with risk management, human resources, administration and department leadership
- Ensures the efficient and cost-effective performance of assigned Group to support or provide quality patient care
- Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise
- Manages hospital and off-site parking facilities and an effective vehicle maintenance program in compliance with the Motor Carrier Safety Program required under Title 13, California Code of Regulations

WORKING CONDITIONS:
GENERAL
Working conditions are generally those of an office environment, but include frequent visits to hospital patient care units and department and off-site locations for meetings, conferences, etc. Necessary to work at times in inclement weather conditions. Periodically exposed to danger of assault and hazards when providing assistance in physically restraining unruly patients, visitors and intruders.
