POSITION: Director of Emergency Communications - 911

GENERAL SUMMARY OF DUTIES

Under the direction of the Maries County Emergency Services Board, the Director

serves as the administrator for Maries County E-911 Dispatch and supervisor of

dispatching staff. This person will oversee all aspects of 911 emergency calls received

in Maries County, MO, and will ensure efficient and accurate emergency service

dispatching for multiple emergency response entities.

ESSENTIAL RESPONSIBILITIES

The Director is responsible for the overall implementation and management of the E-

911 system including the following essential duties:

● Start-up duties, which includes working with the board on job descriptions,

personnel policies, salary schedule, monthly meeting preparation, etc.

● Recruiting and interviewing candidates and making recommendations for hiring

and the retention of employees.

● Scheduling and assigning work, reviewing and evaluating operations and the

performance of personnel.

● Ensuring that all employees possess and maintain required training and

certifications to perform the duties required of their position.

● Ensuring that Standard Operating Procedures are established and complied with.

● Preparing annual budget and monitoring purchases and costs to ensure

compliance with the approved budget.

● Preparing and maintaining employee payroll records.

● Overseeing coordination and maintaining ongoing communication with agencies

serviced (law enforcement, fire, and emergency medical services).

● Investigate and respond to complaints regarding dispatch operations.

● Ensuring equipment maintenance and repairs are scheduled and performed.

● Making recommendations to the Emergency Services Board regarding

equipment maintenance, needs or upgrades.

● Conducting community education programs as needed.

● Submitting required reports.

● Researching and submitting grant proposals and applications and ensuring

compliance with grants.

● Communication and partnership with Board of Directors attending meetings as

required

● Maintaining communications and liaison with other Emergency Communications

Centers.

● Ensuring confidentiality of records and systems and responding to Sunshine Law

requests.

● Overseeing effective security measures for dispatch operations and personnel.

● Keeping the Emergency Services Board apprised of significant or sensitive

matters affecting dispatch operations.

● Must be able to function as an emergency back up for dispatching services,

keeping all credentials updated.

● Performing other duties and responsibilities established by the Emergency

Services Board.

● Assist with grants and data collection

● Possesses an excellent understanding of the geography and road systems within

Maries County and surrounding jurisdictions.

QUALIFICATIONS

● Education: Bachelor degree preferred but not required

● Must possess a valid driver's license.

● Must submit and pass a pre-employment background check and meet standards

established by the FBI, MSHP and CJIS requirements.

● Must have excellent working knowledge of computer systems, computer aided

dispatch, radio equipment operation and 911 call handling.

● Must have evidence of five (5) years with progressive responsibilities working in

emergency communications, including experience in supervising and managing

employees & budgets.

● Must have the experience and ability to work with Computer Aided Dispatch

(CAD) and Record Management Systems (RMS).

● Must have the ability to write, speak and understand the English language

clearly, concisely, and effectively.

ADDITIONAL LICENSING AND CERTIFICATION REQUIREMENTS

Must be able to meet certain requirements to be NIMS compliant (Sections 100, 200,

300, 400, 700 & 800), as established by the Department of Homeland Security.

Must be EMD Certified

Must be MULES Certified

Must possess Emergency Telecommunicator Certification

WORKING CONDITIONS

While performing the duties of this job, the employee is frequently required to sit, talk or

hear, stand, walk, use hands and fingers to handle or operate objects, tools or controls,

and reach with hands and arms.

The employee may occasionally be required to lift and or move objects up to 20 pounds.

The employee may occasionally be required to climb, stoop or kneel.

Work is performed primarily in office, vehicles and outdoor settings in all weather

conditions, including temperature extremes during day and night shifts. Work is often

performed in emergency and stressful situations.

Work may involve extended hours during emergency operations or staffing shortages.

SALARY and START DATE

This is a new position, as the Maries County Emergency Services Board is a new

organization that will be assuming the operation of the Maries County 911 dispatching,

which is currently operated by the county. Currently there are six employees, under

county employment. The 911 director will report to a seven-person board. The 911

director’s office will be located in Vienna, MO, at the Maries County Emergency

Services Board building.

Salary range for this position is $56,000 to $68,000 annually, depending on education,

certifications and experience. Position will include paid health insurance, paid vacation

and sick leave, and other benefits, as determined by the board.

Anticipated start date is Oct. 1, or shortly thereafter. Position is open until filled. Initial

interviews will occur in late August/early September.
