The Medical Records Supervisor oversees all aspects of patient registration and medical records management for individuals seeking services at the Public Health Clinic and other regional sites. With a staff of seven, the Medical Records Supervisor will set priorities, develop procedures, and implement creative and innovative ways to enhance patient services. Provide overall supervision of our medical records team and activities pertaining to patient registration, insurance verification, and release of information in accordance with HIPAA guidelines. The position is responsible for coordinating all activities related to developing, managing, and evaluating compliance standards and medical records processes.

We Require

  • Two years of relevant operational experience in areas such as vital records, medical records, public health, medical examiner, mortuary, or healthcare settings
  • Experience must include at least one year in a supervisory or lead role overseeing staff, workflows, or program operations
  • An associate degree in Business Administration, Healthcare, Public Health, Public Administration, or a closely related field
  • A combination of post‑secondary education and job‑related experience may substitute for the minimum qualifications on a year‑for‑year basis.

Other Requirements

  • Must complete background check and fingerprint identification upon hire to successfully secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card
  • Upon successful completion of probation and County, State, and applicable Federal training, will be appointed as a deputy local registrar by the State in accordance with A.R.S.
  • 36-311
  • Within six months of hire, obtain the Certified HIPAA Professional Training certificate
  • Must possess or have the ability to obtain a valid Arizona driver’s license by the time of hire
  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

  • A bachelor’s degree in public health, Healthcare Administration, Public Administration, or a related field, and two years’ experience administering the business or financial activity of a vital records, medical records, or health-related program or service
  • Experience using the National Center for Health Statistics and the Centers for Disease Control guidelines
  • Three or more years of experience working with medical records or electronic medical records systems in a healthcare setting
  • Experience in planning and implementing continuous improvement processes and/or initiatives, and experience in data collection and analytical skills
  • Ability to read, write, and speak Spanish

Job Contributions

  • Supervise and support medical records and vital records, and billing-related staff activities by providing guidance, coaching, training, performance management, and resolution of escalated patient/client issues to ensure efficient and effective operations
  • Manage personnel-related activities, including hiring, onboarding, evaluations, disciplinary actions, scheduling, and staff development for medical records, vital records, and billing-related functions to maintain optimal team performance and customer service standards
  • Oversee daily operational activities for medical records, vital records, and billing workflows, including opening and closing procedures, workflow coordination, and distribution of assigned work activities.
  • Process, reconcile, secure, and report daily financial and billing transactions, including cash, credit card payments, deposits, and point-of-sale activity, in compliance with auditing and security standards
  • Ensure compliance with HIPAA, ADHS licensing requirements, medical records regulations, billing policies, and local, state, and national reporting standards related to patient registration, records management, billing accuracy, and vital records activities.
  • Coordinate training and cross-training programs for medical records, vital records, and billing-related processes to ensure consistent application of policies, procedures, customer service standards, and regulatory and billing compliance requirements.
  • Perform quality assurance audits and reviews of patient registration, medical records, release requests, data entry, duplicate charts, billing documentation, financial transactions, and other records management or billing-related activities to ensure accuracy and compliance
  • Coordinate and manage vital records processes within the ADHS Bureau of Vital Records electronic systems, including registrations, corrections, amendments, issuance activities, records verification, and interoffice coordination, and fee-based service transactions as applicable
  • Maintain medical records retention and storage activities in accordance with Arizona records retention guidelines, including managing electronic requests, incident investigations, record retrieval, shipment preparation, and coordination with Iron Mountain storage services

Working Conditions

  • This position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
  • Travel may be required to attend conferences and training, and possibly to various work locations, as assigned by the Division Administrator, subject to County policies regarding the use of County vehicles or private vehicles on County business
  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
