Position Summary:

This casual position will assist Department staff with the review, design, and management of transportation and infrastructure construction projects. The incumbent will develop plans and specifications, prepare estimates and quantity calculations, review design standards, provide technical recommendations based on the Wisconsin Facilities Development Manual (FDM), the Manual on Uniform Traffic Control Devices (MUTCD), and other applicable standards, record as built project information, update GIS information for Department historical records and future planning purposes, and other similar tasks to help support Department planning and operations.

Qualifications:

Minimum Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.

  • Two to five years of experience in roadway, bridge, or infrastructure design and/or construction.

Preferred Qualifications:

  • Registration as a Professional Engineer (P.E.) in Wisconsin or the ability to obtain registration within one year.

  • Experience with WisDOT design and construction documentation procedures.

  • Experience with GIS.

Examples of Work Performed:

The following duties are typical for this position. May be assigned additional duties that align with evolving department needs and organizational priorities.

  • Review and interpret roadway, culvert, and bridge construction plans and specifications.

  • Prepare and verify quantity calculations, cost estimates, and material takeoffs.

  • Evaluate conditions and recommend design or construction modifications in accordance with WisDOT FDM and MUTCD guidelines.

  • Perform basic hydraulic and drainage analyses, including minor culvert sizing.

  • Review and interpret survey data, typical sections, plan and profile sheets, and detail drawings.

  • Prepare project documentation including reports, correspondence, and record drawings.

Knowledge, Skills, and Abilities:

Knowledge of:

  • Civil engineering principles and practices related to roadway, bridge, and drainage design and construction.

  • Wisconsin DOT Facilities Development Manual (FDM).

  • Manual on Uniform Traffic Control Devices (MUTCD).

  • Wisconsin Standard Specifications for Highway and Structure Construction (WisDOT Specs).

  • Construction materials, methods, and sequencing for roads, bridges, and culverts.

  • Surveying, grading, and geometric design principles.

  • Hydraulic and hydrologic concepts used in culvert and drainage design.

  • Quantity calculation and cost estimating procedures.

  • Environmental, erosion control, and safety regulations applicable to road construction.

Skill in:

  • Reading and interpreting engineering plans and specifications.

  • Performing mathematical and analytical computations for areas, volumes, and quantities.

  • Using computer applications such as HY-8, Streamstats, HEC-RAS and Microsoft Excel.

  • Preparing clear and accurate technical reports, estimates, and recommendations.

  • Communicating effectively with technical and non-technical coworkers.

  • Managing multiple projects and priorities under limited supervision.

  • Maintaining accurate records and documentation of project activities.

Ability to:

  • Apply Wisconsin FDM, MUTCD, and WisDOT standards to design, construction, and review activities.

  • Perform basic hydraulic calculations for culvert sizing and drainage design.

  • Evaluate and recommend changes to improve safety, constructability, and cost efficiency.

  • Work independently and collaboratively in a team environment.

  • Exercise sound professional judgment in technical and administrative decisions.

  • Adapt to changing project schedules and priorities.

Compensation:

Starting hourly rate of pay: $ $32.00 depending on experience and qualifications. No benefits are provided for this casual position.
