MANTECH seeks motivated, career and customer-oriented Executive Director of Business Development and Capture - Cyber to join our team in Hanover, MD and support cyber network operations opportunities within the IC and select DoD organizations such as 16th/24th Air Force, Marine Corps (MARFORCYBER), Army (ARCYBER/INSCOM & PEOs), Navy (NCDOC/10th Fleet), USCC, DARPA and Intelligence.

This is a hybrid position and will work closely with Division Leaders to develop an executable Market Account Plan that focuses on identifying, qualifying, and winning new business with this customer.

Responsibilities Include But Are Not Limited To

  • Identify and qualify high-value opportunities across IT, Cyber, and Analytics, leveraging deep-dive analysis of NIP/MIP budgets to ensure strategic alignment.
  • Lead the end-to-end capture process by developing winning strategies and coordinating with proposal, solution, and executive teams to secure new business.
  • Manage key stakeholder relationships within the IC and DoD, executing customer call plans to briefing leadership on ManTech’s technical capabilities.
  • Apply specialized knowledge of Service Cyber components (Army, Navy, Air Force, Marines, or Intel) and their operational relationship with USCC to drive mission-focused solutions.
  • Partner closely with P&L and technical teams to translate ManTech’s infrastructure and software development capabilities into actionable client offerings.
  • Cultivate and maintain strategic industry alliances to facilitate effective teaming, knowledge sharing, and competitive positioning.
  • Maintain a healthy multi-year pipeline and drive the execution of capture plans to consistently meet organizational revenue and "win" objectives.

Minimum Qualifications

  • 12 years experience and a minimum of 7 years performing Business Development (sales, marketing, capture) activities in the IC, with direct Cyber experience within the last 3 years. Strong preference for candidates that also managed programs with this customer.
  • Prior experience developing business to and/or strong relationships within some/all DoD Cyber organizations and USCC, MPO or DARPA is required, including knowledge of the various organizations, missions, and stakeholders.
  • Demonstrated track record of consistently winning opportunities up to $100M; experience with prospects greater than $100M strongly desired.
  • Strong understanding of the Cyber practice, either through roles as a Cyber SME, academic background, technical experience, or familiarity of mission in order to engage with customers/stakeholders such as the J2.

Preferred Qualifications

  • Strong reputation in the appropriate customer Cyber communities and have a mix of direct program experience and familiarity with one/more of the Cyber solutions areas (such as Offensive Cyber, Cyber Defense, Cyber Resilience, Cyber Analytics, Risk Management Compliance, Cyber Training, Cyber Range Services)
  • Experience winning work, writing proposals, white papers and technical papers for DARPA .
  • Knowledge of DARPA acquisition process and organization.

Clearance Requirement

  • Must have a current/active TS/SCI with Polygraph.

Physical Requirements

  • Must be able to remain in stationary position for up to 50% of the time.
  • Must be able to deliver clear and effective communication both verbally and non-verbally to deliver updates; briefings; or interface with co-workers; leadership as well as customer.
  • Must be able to work in an office environment and be able to freely move within this space to utilize office equipment as well as interface with co-workers and customers.
  • Must be able to effectively use IT peripherals such as laptop, desktop, printer, etc.
