Job Summary

The Mansfield Housing Authority is seeking a qualified applicant for a full-time Leasing Specialist. The position will report to the Executive Director and be responsible for supporting the Property Manager in the day-to-day activities related to the operations and administration of State Affordable Housing and LIHTC housing programs. The position will also support the Section 8 Coordinator with the Section 8 Housing Choice Voucher Program. The best candidate for this position will possess an associate’s degree, basic math skills, Microsoft Office, knowledge of Yardi housing software, knowledge of Fair Housing Laws, the ability to work in a small team environment; build relationships with tenants and read and comprehend federal codes and regulations. The candidate will be a team player, self-motivated, highly detail-oriented, reliable, flexible, and able to manage changing priorities.

Responsibilities

  • Work with Property Manager keeping vacancies low by striving to keep vacant unit turn-around times to a minimum.
  • Help coordinating housing move-ins, move-outs and the eligibility verification process of housing applicants.
  • Work as liaison with vendors for office equipment, as necessary.
  • Provide support to the Section 8 Coordinator.
  • Ensure all data entered into the housing database is correct and that information contained is complete and regularly updated.
  • Complete lease forms or agreements and collect rental deposits.
  • Develop a thorough knowledge of lease terms, community policies, rental rates, restrictions and locations of each property to show units to prospective residents.
  • Develop full knowledge of housing programs to answer phone calls from the public and questions from walk-in customers requesting housing information.
  • Report to the Property Manger any unusual or extraordinary circumstances regarding the property or residents.
  • Courteous and efficient handling of resident’s requests and complaints.
  • Responsible for conducting marketing surveys, including calling other rentals properties in the area.
  • Ensure that the office and market ready units are in good and clean condition. Vacuuming and dusting when needed. Physically inspect units prior to leasing up to ensure the unit is ready for move in.
  • Correspond with residents regarding pest control notices, maintenance notices and recertification paperwork. Corresponds with and assists prospective residents with applications, verifications and results.
  • Maintain accurate resident records adheres to all Federal, State and local laws as well as all policies and procedures issued by the Mansfield Housing Authority.
  • Perform printing/mailing/scanning and bank deposits.
  • Perform Resident Service Coordinator responsibilities under a state grant which includes, but is not limited to, helping residents with Energy Assistance. Renter’s Rebate and administering the Senior’s Farmers Market Nutrition Program.
  • Takes inventory and orders office supplies.
  • Performs any other related duties as required by the Mansfield Housing Authority.

Qualifications

  • Knowledge of office equipment including copiers, personal computers, etc.
  • Ability to use Yardi, Microsoft Word and Excel software programs
  • Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Mansfield Housing Authority, the State and HUD.
  • Ability to plan, organize, and develop a wide variety of operational and management procedures.
  • Ability to present ideas in a clear and concise manner, both orally and in writing.
  • Ability to calculate figures and amounts such as interest, prorations and percentage
  • Ability to problem solve and use general information to determine answers to specific questions.
  • Ability to work with the general public.

Minimum Education, Training, and/or Experience

  • Associate’s degree
  • One to three years’ experience in public housing leasing.
  • Low Income Housing Tax Credit certification or willing to obtain certification within two years.
  • Any equivalent combination of education, training, and experience may be considered.

Special Requirements

  • Possession of a valid driver's license.
  • Must be able to protect client confidentiality.
  • Must be bondable.

Physical Requirements

  • Ability to move around and among properties to show prospective tenants units and address tenant issues
  • Will use close vision, distance vision, peripheral vision, depth perception and need ability to adjust your focus
  • While performing the duties of this Job, the employee is regularly required to stand, use hands to finger, handle, or feel; reach with hands and arms, and talk or hear. The employee is frequently required to walk and sit. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.

Pay: From $24.43 per hour
