Senior Water Resources Engineer/ Project Manager (Floodplain & Hydraulics)

Location: Hybrid – Boise, ID


Role & Mission

Manning Civil is looking for a curious problem solver with a talent for tackling floodplain and hydraulic modeling challenges. As a Senior Water Resources Engineer, you will lead HEC RAS analyses and FEMA permitting, and civil projects across Idaho and the Intermountain West. If you take initiative and communicate clearly, you’ll shape our growing firm’s technical direction and culture while enjoying flexible hybrid work and the chance to drive our expansion.


Key Responsibilities

• Lead floodplain and hydraulic modeling using HEC‑RAS (1D/2D) and related tools; prepare FEMA CLOMR/LOMR submittals and support NFIP & local floodplain permitting.

• Plan and design open‑channel hydraulics, culverts, and related civil infrastructure using AutoCAD Civil 3D.

• Produce clear technical reports and permit documentation that translate complex engineering concepts for clients, regulatory agencies and non‑technical stakeholders.

• Manage projects from scoping through final design - developing scopes, budgets and schedules; coordinating resources; ensuring quality and profitability; and keeping abreast of local, state and federal regulations to ensure all designs and permits meet applicable standards.

• Mentor junior staff and collaborate with multidisciplinary teams

• Develop and pursue business opportunities – identify potential clients and projects, prepare proposals and presentations, represent the firm at interviews and industry events, and help grow our client base.

• Build and maintain relationships with municipal agencies, developers and community stakeholders.


Minimum Qualifications

• Education & licensure – B.S. in Civil, Water Resources, or Environmental Engineering; Professional Engineer (PE) license.

• Experience –8 years of relevant professional experience in water resources, civil or environmental engineering, with at least 3  years focused on floodplain or hydraulic modeling. We welcome accomplished mid‑career engineers whose experience aligns closely with our floodplain work.

• Technical proficiency – Working knowledge of hydrology and hydraulics, including runoff calculations, open‑channel flow, culvert and detention design; familiarity with HEC‑RAS and hydrologic models such as HEC‑HMS; and understanding of FEMA NFIP processes and related standards (HEC-18/HEC-23).

• Soft skills – Excellent written and verbal communication; ability to work independently and collaboratively; strong client‑relations and project management skills; adaptability and problem‑solving mindset.


Preferred Qualifications

• Advanced degree in Water Resources or Civil Engineering.

• Experience with municipal water/wastewater design or environmental permitting.

• Experience with small bridge/crossing projects or stream restoration.

• Interest or experience in state/federal contracting and public procurement.

• Certified Floodplain Manager (CFM) certification or willingness to pursue.

• Proficiency with AutoCAD Civil 3D, HEC‑HMS, and related modelling/design software.

• Experience with business development, client relationship management or proposal preparation.


Compensation & Benefits

We offer a competitive salary in the range of $105,000 – $145,000, commensurate with experience and qualifications.
