Codes and Zoning Compliance Officer

Manheim Borough is seeking a dedicated and knowledgeable Codes and Zoning Compliance Officer to join our team. The Codes Compliance Officer will be responsible for enforcing the borough’s zoning ordinances, property maintenance codes, and building regulations, ensuring that all development and land use activities comply with borough, state, and federal standards. This role includes overseeing permit applications, conducting inspections, and serving as the Borough’s Floodplain Administrator. The ideal candidate will have a strong background in zoning, building codes, and public communication.

Key Responsibilities:

· Enforce zoning, property maintenance, and building codes, including regulations on floodplain management and residential conversions.

· Review and process permit applications for zoning, land use, and construction projects.

· Investigate potential violations and work with contractors and property owners to ensure compliance with borough standards.

· Collaborate with third-party contractors to oversee inspections of rental apartments, ensuring adherence to the Pennsylvania Uniform Construction Code (UCC).

· Serve as the Borough’s Floodplain Administrator, coordinating FEMA requirements and enforcing floodplain management ordinances.

· Attend meetings of the Zoning Hearing Board, Historical Commission, and Planning Commission to provide reports and input on zoning matters.

· Maintain accurate records of all inspections, permits, and enforcement actions, ensuring compliance with the Pennsylvania Right to Know Law.

Required Qualifications:

· Possession of a PA Building Code Official (BCO) certification within 90 days of appointment.

· Strong knowledge of the Pennsylvania Uniform Construction Code (UCC), zoning laws, and property maintenance standards.

· Experience or knowledge in floodplain management, stormwater regulations (MS4/NPDES), and ADA compliance.

· Familiarity with the PA Municipal Planning Code and related land use laws.

· Excellent communication and conflict resolution skills.

· Ability to interpret technical documents, including construction plans, land development proposals, and structural inspection reports.

· Proficiency in GIS and Microsoft Office Suite.

Preferred Qualifications:

· Certified Zoning Officer (CZO) and/or Certified Floodplain Manager (CFM) certification.

· Experience with fire codes and life safety standards (International Fire Code, NFPA).

Working Conditions: The position requires both office-based work and field inspections at various sites across the borough. Some evening meetings and travel within the borough are necessary.
