POSITION SUMMARY:
The Recruitment & Staffing Manager is responsible for the full lifecycle of talent acquisition and daily operational staffing within the facility. This role plans, develops, and administers personnel programs while ensuring that every shift is appropriately covered to meet resident care needs. You will formulate and supervise programs relative to selection, orientation, and retention, while maintaining daily staffing reports. The Manager advises administrative staff on manpower requirements and initiates procedures to ensure maximum utilization of personnel and budget control.
RESPONSIBILITIES / ACCOUNTABILITIES:
Full-Cycle Recruitment: Recruits personnel, interviews applicants to determine qualifications, and refers screened candidates to appropriate departmental supervisors.
Scheduling & Coverage: Ensures the facility is staffed adequately by creating set schedules for each shift and maintaining daily staffing reports.
Operational Monitoring: Monitors agency usage, overtime accumulation, and employee attendance to drive better financial and operational results.
Onboarding: Provides facility tours and conducts orientations for newly hired employees to ensure a smooth transition into the team.
Documentation: Composes correspondence, bulletins, personnel management forms, handbooks, and manuals; prepares and updates job classifications.
Payroll Collaboration: Works closely with the Payroll Manager to verify accuracy and reviews employee vacation requests before final approvals are made.
Compliance & Legal: Serves as the facility’s Equal Employment and Affirmative Action Compliance Officer; represents the facility at unemployment and workers' compensation hearings.
Employee Relations: Holds conferences with department heads and employees regarding personnel matters; conducts employee counseling and exit interviews.
Training & Safety: Prepares in-service material for employee training; acts as the safety team leader and ensures adherence to legal, health, fire, and sanitation codes (including MSDS).
Benefit Administration: Analyzes and administers costs of employee benefit plans.
Culture & Recognition: Coordinates employee recognition programs and promotes good public relations within the community.
Resident Rights: Ensures that residents and families receive high-quality service in a caring atmosphere that recognizes individual needs and rights.
General Duties: Facilitates special projects/government audits and performs other duties as requested by the Director of Nursing or Administration.
SPECIFIC EDUCATIONAL / VOCATIONAL REQUIREMENTS:
College degree in Human Resources or a related field.
A minimum of 2 years of comprehensive experience in HR or healthcare staffing is preferred.

Tech Savvy: Strong computer skills for scheduling software and payroll systems.
PERFORMS RELATED DUTIES:
Interacts regularly with residents, families, and visitors.
Carries out other tasks as requested in situations where hands-on intervention or participation may be required to maintain facility standards.
