Position Summary
Manhattan Strategy Group (MSG) is seeking experienced Subject Matter Experts (SMEs) to support a national fire service data training initiative.
This initiative will design, develop, and deliver a national training program focused on advancing data literacy and analytical capabilities throughout the U.S. fire service. The program will support curriculum development, instructor training, technical assistance, and professional development aligned with applicable fire service standards, incident reporting systems, and emerging emergency response data platforms.

Position Summary
Manhattan Strategy Group (MSG) is seeking experienced Subject Matter Experts (SMEs) to support a national fire service data training initiative.
This initiative will design, develop, and deliver a national training program focused on advancing data literacy and analytical capabilities throughout the U.S. fire service. The program will support curriculum development, instructor training, technical assistance, and professional development aligned with applicable fire service standards, incident reporting systems, and emerging emergency response data platforms.
Key Responsibilities
Depending On Area Of Expertise, SMEs Will
- Lead development and review of technical curriculum and instructional materials.
- Ensure curriculum aligns with applicable fire service standards and program requirements.
- Develop competency-based learning objectives and assessments.
- Provide technical guidance to instructional designers and curriculum developers.
- Review and validate technical content for accuracy and quality.
- Support instructor credentialing and Train-the-Trainer (T3) activities.
- Participate in technical reviews, meetings, and quality assurance activities.
- Provide subject matter expertise during pilot delivery and ongoing program implementation.
- Collaborate with fellow SMEs across multiple technical disciplines.
We are seeking Subject Matter Experts with demonstrated experience in one or more of the following areas:
- Fire service data analytics, statistical analysis, predictive analytics, data quality, performance measurement, and operational reporting.
- Fire service incident reporting platforms, emergency response information systems, and other fire service data systems.
- Geographic Information Systems (GIS), including ArcGIS, QGIS, spatial analysis, incident mapping, geospatial analytics, community risk reduction, and fire service deployment modeling.
- Business analytics, business intelligence, dashboard development, key performance indicators (KPIs), benchmarking, and data visualization using tools such as Power BI, Tableau, SQL, Python, R, or similar technologies.
- Fire service business management, executive leadership, strategic planning, organizational performance, policy development, budgeting, financial management, resource allocation, and executive reporting.
- Fire service education and training, including curriculum development, instructional design, competency-based learning, Job Performance Requirements (JPRs), Firefighter I & II, Fire Officer I–IV, curriculum crosswalk development, and standards implementation.
- Experience supporting national fire service initiatives, technical assistance, or workforce development efforts for public safety organizations, state fire academies, national training organizations, or related partners.
Candidates should possess:
- Extensive experience in one or more of the specialty areas above.
- Demonstrated experience within the U.S. fire service.
- Experience developing curriculum, technical guidance, training, or instructional materials.
- Strong written and verbal communication skills.
- Experience working with public sector organizations, state fire academies, or national fire organizations is highly desirable.
- Experience supporting national fire service data, training, technical assistance, or workforce development initiatives is preferred.
- NFPA 1041 Fire Service Instructor I certification (minimum)
- Higher-level Fire Instructor certifications
- Experience delivering instructor-led training
- Train-the-Trainer experience
- Experience teaching adult learners
