Facilities a wide variety of skills training and professional development programs that enhance the effectiveness and career wellbeing for assigned shift employees of the Emergency Medical Services Division. Administers patient care consistent with department protocols and physician orders. Supervises day-to-day activities of assigned Specialty Paramedic-Field Training Officers. Ensures compliance with government regulations, medical protocols, and internal policies.
Note: FRS Retirement: Special Risk. Safety Sensitive position requiring random drug testing.
Working Conditions
Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting and moving equipment and patients up to 100 lbs. alone; up to 250 lbs. with assistance, without causing harm or aggravating injuries to the patient or themselves. Work requires time outdoors for extended periods in a variety of weather conditions as well as working in a dynamic, high-stress environment
This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and employment screenings identified in Section XX of the Personnel Policy, Rules, and Procedures Manual. Job Description
Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Develops, coordinates, and presents skills training, onboarding sessions, and professional and leadership development programs for paramedics and EMTs on an assigned shift within the EMS Division, as well as those assigned to other divisions in the Public Safety Department.
Coordinates individual and group training and refresher courses in the operation and use of new and current equipment and techniques.
Coordinates new hire orientation and training for all new employees.
Participates in the EMS Division’s public education program. Facilitates educational programs to reduce the incidence of illness and critical injuries in the community.
Ensures all educational activities meet appropriate national, state, and local standards and certifications. Ensures consistent training delivery across all operational shifts.
Develops, maintains, and administers training standards, procedures, and training manuals for the division.
Assists the Medical Director and Deputy Chief of Training with mentoring and skill level testing of paramedics during hiring, continuing education, and other special circumstances and situations.
Researches and prepares monthly evaluations and testing modules. Administers and scores tests. Assists in developing ongoing in-service programs. Assists with remedial training for employees with unsatisfactory performance. Provides training and guidance to department employees on best practices in service.
Assists in the development and revision of medical protocols and division policy and procedures.
Supervises day-to-day activities of assigned Field Training Officers to ensure Division goals are met and high-quality customer service is maintained. Assigns work and delegates responsibilities to staff and monitors progress. Assists with other personnel activities of staff such as hiring, training, performance appraisals, scheduling, disciplinary matters, rewarding, and motivating. Cultivates strong working relationships and builds trust among team members.
Responds to emergency and non-emergency calls. Supervises or provides the administration of emergency care including patient assessments, patient packaging and extrication, splinting, hemorrhage control, airway control, application of oxygen, and Advanced Life Support (ALS) skills including initiation of intravenous lines, administration of medications, electrical therapies, advanced airway procedures (oral/nasal intubation, rapid sequence intubation (RSI) cricothyrotomy), chest decompression and intraosseous IO applications. May work as a lead paramedic on an advanced life support unit.
Manages the scene of major incidents, until relieved by a higher authority, through use of Incident Command Management System (ICM) principals. Participates in a command role as assigned by the incident commander.
Maintains confidence of the Medical Director in the provision of both basic and advanced life support skills.
Develops and maintains relationships with local fire districts and other first responders.
Represents the EMS Division, Public Safety Department, and/or Manatee County Government at community and industry meetings and events.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Associates degree in Paramedicine, Emergency Medical Technology, or a related field.
Three (3) or more years of experience as a Charge Paramedic with an advanced life support 9-1-1 System.
The following certifications and licenses are required: Florida State Paramedic, Advanced Cardiac Life Support (ACLS), and Pediatric Advanced Life Support (PALS). All certifications must be kept current.
Must attain instructor certification in ACLS, PALS, and BLS within the first year of employment and maintain while in the position.
Fire officer or similar leadership training required.
Incident Command Systems 300 and 400 required within first year of employment.
Valid driver's license required with valid Florida driver's license required within 30 days of hire. Satisfactory driving record must be maintained.

Previous experience as a Specialty Paramedic Field Training Officer or similar position desired.
Either International Trauma Life Support (ITLS) or Pre-Hospital Trauma Life Support (PHTLS) certification is preferred.
Certification as an instructor in any one or more of the preceding certifications desired.
Emergency Vehicle Operations Course (EVOC) instructor, 12 Lead Instructor, or any other EMS related instructor courses desired.
Knowledge, Skills, and Abilities:
Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve difficult problems and situations.
Comprehensive knowledge of, and ability to apply and instruct with a high level of skill and confidence, basic and advanced techniques, procedures, and equipment used in the provision of pre-hospital medical treatment.
Good knowledge and understanding of adult education and training in a variety of formats, including classroom and virtual. Able to facilitate effective and engaging training programs.
Good knowledge of Critical Incident Stress Management, with ability to remain emotionally stable while providing for the immediate needs of victims and to quickly resolve personal reactions following the incident.
Good knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities including Florida State Statutes and Rules related to EMS, and departmental and county policies, procedures, and regulations.
Good knowledge and understanding of computer systems and software applications required to perform job duties.
Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, management, the general public, and other stakeholders. Able to communicate policies, practices, and procedures for clarity and understanding.
