General Information

Work Location: 4520 66th Street West, Bradenton, Florida 34210

Work Hours: Monday - Friday, 7:00 am - 3:30 pm

Expected Starting Hourly Range: $21.92 - $31.95


Locates, collects, analyzes, and manipulates Geographic Information System (GIS) and/or Computer Aided Design and Drafting (CADD) data to produce maps, drawings, and other forms of output. Works at an entry to advanced level, depending on qualifications. Participates in project teams for a variety of GIS and/or CADD projects. Assist with Record review, acceptance, and storage in accordance with State and County rules and regulations. Responds to information requests from the general public.

Note: Position level and salary will be dependent on qualifications (DOQ).

Working Conditions


The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 50 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer. Position requires visual acuity, depth perception, and ability to distinguish colors, as well as ability to hear and identify sounds. Occasionally required to work other than normal business hours.

Job Description

Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Creates updates and maintains geographic networks using county standard Geographic Information System (GIS) and Computer-Aided Design and Drafting (CADD) software.

Uses GIS software to produce graphical products, tabular databases, and analyst products and reports. May develop and analyze spatial data.

Provides internal and external customer with utility data and prints of related information requested.

Participates in the review, acceptance, and storage of record drawings with adherence to rules, regulations, policies, procedures, and technical standards of Manatee County. Level III Technician will manage this process.

Level III Technician prepares and maintains documentation of data development techniques, metadata, and source documents.

Level III Technician may lead daily activities of a small team. Assigns work and ensures completion according to established standards, procedures, and timeframes. Provides assistance and training to less experienced team members.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.

Minimum Qualifications

All Levels:

High school diploma or equivalent.

Prior experience or course work in Computer Information Sciences, Cartography, Engineering, Surveying or Geography desired.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Technician I:

One or more years of experience using AutoCAD and/or ArcGIS, preferably for a utility company.

Technician II:

Minimum One (1) year experience as a Mapping Technician, or Two (2) years of experience in an equivalent field or education, or a combination of both.

24 hours of Instructor Lead training in ESRI related coursework or similar training at the discretion of management.

16 hours of additional (self-paced, etc.) ESRI related coursework or similar training at the discretion of management.

4 hours of Records Related Training such as Hyland University, etc. or similar training at the discretion of management.

Completion of Local Government Law Webinar via MCG LMS (4hrs) within six (6) months of start date.

Mastery of Mapping Technician II Required Skills Assessment

Technician III:

Minimum of three (3) years’ experience as a Mapping Technician, or four (4) years of experience in an equivalent field or education or combination of both.

40 hours of Instructor Lead training in ESRI related coursework or similar training at the discretion of management.

16 hours of additional (self-paced, etc.) ESRI related coursework or similar training at the discretion of management.

4 hours of Records Related Training such as Hyland University, etc. or similar training at the discretion of management.

Mastery of Mapping Technician III Required Skills Assessment.

Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Knowledge, Skills and Abilities:

Able to complete a Basic search for data by location and attribute.

Able to proficiently use the Find tool (Desktop) or Locate tool (ArcPro).

Able to add layers to and set up a GIS map file (.mxd/.aprx)

Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines.

Accurate, detail-oriented, and organized.

Able to resolve situations and problems of a nature and complexity commensurate with experience.

Knowledge and understanding of GIS theoretical concepts, surveying and mapping, and CADD commensurate with experience.

Knowledge and understanding of transportation, drainage, environmental, and utility systems commensurate with experience.

Knowledge and understanding of record and document management systems commensurate with experience.

Knowledge and understanding of scale, dimension, topology, and map projections commensurate with experience.

Able to accurately compile, tabulate, and enter data commensurate with experience.

Able to interpret Utility Record As-Builts.

Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties.

Good knowledge and understanding of computer applications and software programs required to perform job duties.

Good written and verbal communication skills and interpersonal skills in order to interact professionally and effectively with co-workers, management, the general public, and other stakeholders.

Able to explain facts, policies, and practices.

Capable of working with a level of independence and supervision commensurate with experience.
