General Responsibilities: 

Provide leadership, oversight, and supervision to the development of comprehensive student support programs. Effectively coordinates and integrates Multi-Tiered Systems of Support (MTSS) and behavioral intervention and support for students into the educational and administrative process of the school division.

Essential Duties:

  • Assists in developing and maintaining formal agreements with community-based agencies to provide mental health services and support in the schools (MOUs and RFPs).
  • Coordinates and provides logistical support to schools for Targeted Support Blocks paired with after-school remedial and intervention programs.
  • Coordinates the Annual School Counseling Survey.
  • Develops and implements common and collaborative procedures and guidelines applicable to Student Support Teams to include suicide prevention and intervention and crisis responses related to student and staff loss.
  • Develops, implements, and monitors a K-12 social/emotional learning curriculum.
  • Facilitates and communicates the implementation of the K-12 School Counseling Student Services Plan to all stakeholders.
  • Leads the effort to align all MCPS schools with the American School Counselor Association (ASCA) National Model and support schools in earning the Recognized ASCA Model Program (RAMP) designation.
  • Monitors school counselor’s direct services to include classroom lessons, small groups, academic career planning, and individual counseling.
  • Monitors school counselor’s indirect services to include referrals, consultations, school data analysis, and committee participation.
  • Partners with the Office of Instruction, school-based administrators, and other division-level offices to coordinate all aspects of MCPS' summer academic and intervention programming.
  • Plans and provides professional development for all school counselors.
  • Provides Conflict Mediation and Group Facilitation in the middle and high school upon request.
  • Provides oversight of student academic, social/emotional counseling, career education, assessment and testing data interpretation, social and academic adjustment, and community engagement activities.
  • Serves as the division’s liaison between the school division, families, and outside providers for general education students receiving homebound services.
  • Serves as the MCPS Point-of-Contact for Therapeutic Day Treatment Services K-12.
  • Serves as a resource to school personnel for information regarding student enrollment and status, such as immigrant, international, foster care, etc.
  • Serves as the Foster Care Liaison for the division by organizing, hosting, or participating in Best Interest Determination Meetings in collaboration with regional agencies, including but not limited to local family services entities.
  • Serves on various state, local, and division committees to establish partnerships that enhance school counseling services.
  • Supports vertical integration of K-12 School Counseling services.
  • Supports the use of Naviance.
  • Works collaboratively with district administrators, school-based leadership teams, and teachers to facilitate the implementation of a multi-tiered system of support (MTSS) at the district and school levels.
  • Serves as the MCPS liaison to the City of Manassas Department of Social Services.
  • Serves as the school division's McKinney-Vento Liaison with the responsibility of appropriate outreach, annual staff professional development training, identification and support of the unique needs of the homeless student population as well as ensuring the delivery of mandated services to facilitate each student's attendance and access to appropriate education.

Requisite Knowledge, Skills, and Abilities:

  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with school staff, parents, community, and public agencies.
  • Ability to support, supervise, and evaluate staff.
  • Ability to consistently enforce policies, procedures, and regulations.
  • Knowledge of school counseling standards, service models, child psychology, and human development.
  • Ability to problem-solve collaboratively.
  • Ability to guide effective teams.
  • Knowledge of best practices in school counseling and school-wide discipline programming.

Requisite Education and Experience:

  • Must possess or be eligible for a Virginia Department of Education Postgraduate Professional with an endorsement in Administration and Supervision preK-12 or Pupil Personnel Services License.
  • Master’s degree in school counseling, psychology, social work, or related field preferred.
  • Minimum of five (5) years of full-time experience in a school setting.
  • Minimum of three (3) years of full-time supervisory experience.

 

Physical Requirements:

     Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.  Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to: a personal computer, calculator, copier, and fax machine. Some climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, or repetitive motions required.
