Description:
The Manalapan-Englishtown Regional School District, an award winning, Central Monmouth, K-8 school district with a tradition of excellence in education, is seeking a Director of Pupil Personnel Services with the following qualifications:
Qualifications:
- New Jersey Certificate of Eligibility (CE) or Standard Certificate as a School Principal or School Administrator; School Administrator Certification preferred
- At least 3 years of prior administrative experience
- At least 3 years experience as a Child Study Team Member or Special Education Teacher
- Demonstrated knowledge of special education law and regulations
Performance
Responsibilities:
Special Education and Related Services Leadership and Programming
- Create departmental goals, objectives, and initiatives consistent with the district.
- Develop related standard operating procedures regarding programs and operations and communicate, as relevant, to district staff and the community.
- Clarify and ensure district-wide understanding of special education services personnel's roles, responsibilities, and authority.
- Oversee the Supervisor of Special Education’s supervision and coordination of personnel required for health services related to special education and the needs of the CST function, counseling function, and total school programs.
- Oversee the Supervisor of Special Education’s supervision and coordination of the Extended School Year (ESY) program.
- Coordinate and work cooperatively with the Supervisor of Special Education, building principals, and other district staff to implement appropriate programs and related services.
- Identify and coordinate the evaluation of pupils whose educational needs cannot be adequately met in the general instructional program.
- Act as the District 504 Coordinator, including ensuring compliance, supervising the school coordinators, attending meetings, meeting with parents when appropriate, and training staff.
- Serve as the non-public special education coordinator and organize and assist in implementing services and funding for students.
- Ensure the completion of all compliance paperwork, including those for consultants, transportation, contracted vendors, and non-public.
- Prepare budget requests for the school and submit them to the Superintendent of Schools for review and presentation to the Board of Education.
- Coordinate transportation for in-district and out-of-district students.
- Complete, prepare, or submit data required for state and federal reports, such as the Extraordinary Aide Application.
- Act as a liaison to the district’s special education attorney and oversee all district related legal processes related to special education, including but not limited to mediation, resolution sessions, settlement conferences, due process petitions, and liaison to special education attorneys.
- Advise the Superintendent and Board of Education on Title 18A:46.
Staff and Personnel
- Assume responsibility for the recruitment, assignment, supervision, training, and evaluation of all assigned staff.
- Supervise and coordinate the activities of child study team members.
- Oversee and assist with the assignment of special education personnel.
Curriculum and Instruction
- Collaborate with the Supervisor of Special Education in developing, evaluating, and implementing the curriculum related to the special education department.
- Collaborate with the Supervisor of Special Education and other staff, as relevant, regarding district programs and instructional software and analyze data for growth, least restrictive environments, and declassification.
- Plan, implement, and facilitate — in collaboration with the curriculum department and special education instructional coaches — professional development as related to the needs of the special education department.
Community Relations
- Establish and maintain active partnerships with community organizations, including the Special Education Parent Advisory Group and other support resources, to coordinate and address students' special needs effectively.
- Interpret the objectives of the district's special education program, including the alternative education program to parents, students, staff, and the community.
- Foster school, parent, and community relations.
Professional Responsibilities
- Attend and participate in, as relevant, local and state meetings related to special education.
- Participate in professional organizations and attend professional meetings that will promote self-growth.
Other
- Assists the Board of Education, Superintendent and Administration in the formulation of management policies, protocols and practices concerning the District’s Pupil Personnel Services Department and is charged with the responsibility of implementing such management policies and practices as required.
- Perform other related duties as may be assigned.
