DESCRIPTION:
Class Title: Assessor's Clerk Department: Assessor

This classification performs duties as needed to support the operation of the Assessor's Office and is the first contact for people requesting information.
Hours worked are 37.5 hours a week. The Assessor's Office is open Monday through Friday from 8:30 am to 5 pm with staff taking alternating lunches. The office does not close to the public for lunch. EOE.
SUPERVISION RECEIVED
Work is performed under the immediate supervision of the Assistant Assessor and under the general supervision of the County Assessor who assigns projects and reviews the completed work. The employee uses initiative in completing routine assignments and refers to the Assistant Assessor when encountering problems.
SUPERVISION EXERCISED
Supervision of other employees is not normally a responsibility of positions of this classification.
ESSENTIAL FUNCTIONS:
(The following description of duties may not be all inclusive and other functions may be assigned at the discretion of management).
- Assists the public in person and over the phone by answering general questions or directing them to the appropriate person.
- Contact person for GIS and Cadastral people from the Department of Revenue (DOR).
- Obtain deed list from the Clerk's Office for review by cartographer. Once reviewed, update ownership changes in the AS400.
- Assist with Property Line Adjustments, Partition Plats and map information corrections to be sent to the DOR.
- Responsible for getting copies of the JV, Tax Lot cards and new maps to the Cartographer for review. Once reviewed, update map changes in the AS400 and distribute copies to title companies and County departments.
- Responsible for sending out Personal Property forms to businesses and updating changes in the AS400; maintain files; work with the DOR when questions arise.
- Responsible for balancing cash box on a monthly basis; give receipt money to the Treasurer's Office for deposit.
- Send letters to the districts regarding the information they need to compile for their budgets, non-profit housing, farm use and show cause as directed by the County Assessor.
- Responsible for creating new mobile home accounts and addresses; checking and updating title information in the LOIS system.
- Responsible for Senior Citizens Deferral and Disabled War Veterans Tax Exemptions.
- Courteously meet and deal effectively with other employees, department heads, outside agency personnel and the public.
- Sending out applications as requested.
- Order office supplies as needed.
- Work on special projects as assigned.
- Regular physical attendance at the employer's facility is required.
QUALIFICATIONS:
QUALIFICATIONS
Must possess a HS diploma or equivalency with five years clerical experience of a progressively responsible nature;
OR a satisfactory combination of experience and training that would demonstrate possession the knowledge and skills necessary to perform the essential functions of the position.
SPECIAL REQUIREMENTS
This position requires the occasional use of a vehicle to conduct County business.
PREFERRED KNOWLEDGE AND SKILLS
- Past government experience
- Experience working directly with the public
- Experience with real estate transactions and property descriptions
- Proficiency in MS Excel
- Proficiency in MS Word

Thorough knowledge of:modern practices and methods of office management; business English, spelling, grammar and composition;reasonable knowledge of: real estate transactions, property descriptions and proper record methods;basic knowledge of:pertinent laws, rules and regulations that affect program functions.
Skill in:the operation of modern office and computer equipment, processing information and use of automated equipment.
Ability to:read and interpret maps and legal descriptions; interpret and explain policies and procedures as necessary. Ability to communicate effectively both orally and in writing; comprehend and complete oral and written directions; make decisions independently in accordance with established policy and use initiative and judgment in carrying out tasks and responsibilities; effectively organize to meet established schedules and adjust to priority changes; courteously meet and deal effectively with other employees, department heads, outside agencies and the public.
GUIDELINES
Work is performed within departmental policy and procedure; Federal, State, and County rules, regulations and ordinances; personnel policies; various secretarial handbooks and office equipment manuals. Employee uses judgment, initiative and experience to interpret and choose between alternative guidelines, however, the County Assessor is available for interpretation in unusual situations.
PERSONAL CONTACTS AND PURPOSE OF CONTACTS
Employee will have contact with co-workers, department heads, the public and other agencies, to provide service, interpret policy, and give or exchange information.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is performed in an office environment and is generally sedentary; however, may require bending, kneeling, climbing, lifting up to 25 pounds, pushing, reaching, standing and walking.
