The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution.

  • Education-Undergraduate and Graduate Education (TRANSCRIPT REQUIRED): Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

  • Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently plan, prioritize, and execute daily program activities. Interpret and apply policies, guidance, and expectations independently to resolve routine and non-routine issues. Assign, prioritize, and adjust work for staff based on workload demands and organizational needs. Provide coaching, feedback, and performance evaluations to support staff growth and address performance issues. Coordinate with internal departments and external partners to resolve issues and ensure alignment with program goals.

  • Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher level graduate education leading to such a degree.

  • Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Responsibilities:

The Supervisory Mobility Transportation Specialist - Mobility Manager supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.

Major duties include but are not limited to:
  • Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area;
  • Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;
  • Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.);
  • Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;
  • Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations;
  • Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters;
  • Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance;
  • Provides consistent and effective outreach to community transit authorities;
  • Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports;
  • Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities;
  • Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.;
  • Assures that all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position; and,
  • Performs other related duties as assigned.
