DEPARTMENT OF ENVIRONMENTAL PROTECTION ENVIRONMENTAL HYDROGEOLOGY MANAGER Opening Date: April 13, 2026 Closing Date: End of day May 01, 2026 Location: Augusta Position Number: 08330-1444 Position Type: Full Time Class Code: 9483 Grade: 30 (Confidential) Salary: $71,843.20 - $101,587.20 Per Year* *This is the earning potential over the course of nine steps. New hires will generally start at Step 1. Annual step increases are based on performance reviews and financial authorization. BRIEF JOB DESCRIPTION: This is a technical and scientific position in the Licensing Division of the Bureau of Land Resources. Responsibilities include reviewing relevant sections of the Site Location of Development Act (Site Law) and Natural Resources Protection Act (NRPA) applications, conducting site investigation, preparing recommendations, and overseeing all aspects of the Land Bureau environmental hydrogeology unit. The position also provides as-needed hydrogeology support to the Bureau of Water Quality. This position may be involved in rulemaking, legislative testimony and other support for policy activities. This position involves serving as a working supervisor, responsible for assigning tasks and overseeing work carried out by staff. REPRESENTATIVE TASKS: Provide hydrogeologic review of soil, groundwater and surface water issues under relevant Site Law and NRPA standards. This specifically includes reviewing soils information, geotechnical reports, water supply, proposed wastewater systems, stormwater infiltration, quarrying and mining activities near the water table, significant groundwater well projects, spray irrigation, and blasting plans. Conduct site visits to assess potential impacts of proposed development. Assist with rulemaking, testimony and policy activities. Assist with pre-application and pre-submission meetings. Write technical memos to provide recommendations. Write and review policies, procedures and guidelines. Supervise one (1) hydrogeologist. For more information, please contact Jessica Damon, (207) 446-1216 or Jessica.Damon@maine.gov MINIMUM QUALIFICATIONS: A Master’s Degree in Hydrogeology or Geology specialized in contaminant fate and transport or water resource management, and three (3) years’ experience in hydrogeologic work involving project completion and financial and personnel management. Equivalent professional work experience may be substituted for education. LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class): Licensed as a Maine Licensed Geologist by the Board of Licensure of Geologists and Soil Scientists. Preference will be given to candidates with the following: Knowledge of geological mapping. Knowledge of bedrock and surficial geology in Maine. Knowledge of ground and surface water flow principles. Knowledge of federal and state environmental and land use laws, rules, regulations, and policies. Experience interpreting subsurface data and ability to draw and interpret cross sections based on subsurface data. An understanding of Maine’s glacial geology and groundwater modeling software. A basic understanding of water chemistry and Maine standards for drinking water, groundwater, and surface waters, and familiarity with application of water quality standards under the Maine Water Classification Program.
