Job Title: Project Manager/Senior Business Analyst - Legacy to Web Application Modernization

Job Location: Austin, Texas- Onsite

Interview Mode- In person or MS Teams

Position Summary

The Project Manager/ Senior Business Analyst will support enterprise modernization initiatives by leading business analysis, requirements management, and project coordination activities associated with the conversion of legacy systems into modern, web-based applications. The PM will work closely with technical teams, business stakeholders, and subject matter experts to analyze existing systems, define future-state solutions, and ensure successful delivery of modernization projects.

This role requires strong experience in legacy application analysis, business process reengineering, SDLC methodologies, and translating business needs into detailed technical requirements. The ideal candidate will possess hands-on knowledge of .NET technologies and SQL-based systems and be capable of operating independently in a fast-paced environment with limited supervision.



Key Responsibilities

  • Reviews, analyzes, and evaluates business systems, operational workflows, and user needs to support modernization initiatives.
  • Formulates system solutions that align with organizational objectives and overall business strategies.
  • Leads and executes requirements gathering, documentation, validation, and traceability activities for legacy-to-web application modernization projects.
  • Analyzes existing legacy applications, business processes, data structures, and system integrations to document current-state functionality and workflows.
  • Identifies opportunities for business process reengineering and recommends technology solutions to improve operational efficiency and effectiveness.
  • Develops business, functional, technical, and non-functional requirements documentation for web-based application development initiatives.
  • Performs gap analysis between legacy systems and future-state solutions, identifying business, technical, operational, and compliance gaps.
  • Prepares solution alternatives and supporting analyses including cost/benefit analysis, ROI analysis, risk identification, and buy/build recommendations.
  • Collaborates with developers, architects, database administrators, QA teams, and stakeholders to ensure requirements are accurately translated into technical solutions.
  • Supports project planning and coordination activities including task tracking, milestone reporting, issue management, dependency tracking, and risk escalation.
  • Facilitates stakeholder meetings, workshops, requirements reviews, and solution walkthroughs to achieve alignment and formal approval.
  • Writes detailed descriptions of user needs, system functionality, business rules, process flows, and program specifications required for software development or enhancement.
  • Utilizes industry-standard business process mapping and reengineering methodologies to document and improve workflows.
  • Supports development, testing, and implementation activities by clarifying requirements and validating delivered functionality.
  • Communicates project status, issues, risks, and dependencies to project leadership and executive stakeholders.
  • Performs other duties as assigned.



Required Qualifications

  • Minimum of 11 years of experience in project management, business analysis, systems analysis, or related enterprise IT initiatives.
  • Minimum of 11 years of experience analyzing legacy systems and supporting modernization strategies.
  • Minimum of 11 years of experience with Software Development Life Cycle (SDLC) methodologies, particularly for web-based application development.
  • Minimum of 11 years of experience in requirements elicitation, analysis, documentation, and validation.
  • Minimum of 11 years of experience translating legacy application functionality into modern web-based system requirements.
  • Minimum of 11 years of experience facilitating stakeholder discussions, consensus building, and cross-functional coordination.
  • Strong experience with business process mapping, workflow analysis, and process reengineering methodologies.
  • Experience analyzing SQL-based databases, data models, and system integrations.
  • Experience identifying modernization opportunities and recommending technology improvements.
  • Ability to prepare clear, concise, complete, and testable requirements documentation.
  • Strong analytical, problem-solving, organizational, and communication skills.
  • Excellent written, verbal, and presentation communication abilities.
  • Ability to work independently while managing multiple priorities and deadlines.
  • Ability to maintain productive working relationships in a fast-paced and evolving project environment.



Preferred Qualifications

  • Bachelor s degree in Business Administration, Computer Science, Information Systems, or a related field.
  • Minimum of 8 years of demonstrated experience converting legacy applications into modern web-based solutions.
  • Minimum of 8 years of hands-on experience working with .NET development teams and SQL databases.
  • Minimum of 8 years of experience supporting large-scale IT systems within government, public sector, or regulated environments.
  • Experience with Agile, Waterfall, or hybrid project management methodologies.
  • Experience preparing financial analyses including cost/benefit, ROI, and buy/build evaluations.
  • PMI-PBA, CBAP, PMP, or equivalent certification preferred.
