Jail Administrator

The Jail Administrator is responsible for the planning, organizing and implementation of jail facility operations and programs; to ensure the safety and security of facilities, inmates, employees and the public; The Jail Administrator is directly accountable to the Sheriff and Chief Deputy for the implementation of all Sheriffs’ orders and direction concerning the operation of the jail.

• Develop and implement policies and procedures to guide jail staff in the day-to-day operations of the jail.
• Ensure jail operations conform with state and federal laws.
• Assists with the development and monitoring of the jail’s annual budget.
• On matters concerning the jail and its operations, act as the agency’s representative to or liaison with the inmate family members or representatives, news media, and civic or business groups as directed by the Sheriff.
• Collaborate with other law enforcement agencies, courts and related organizations to ensure effective operation of the jail.
• Manage incidents within the jail, including disturbances, medical emergencies, and security breaches.
• Oversee all federal, state and local reporting requirements that relate to the jail and its operation.
• Manage jail supervisors and counsel personnel as required. Develop job descriptions, employee objectives, and perform supervisory employee performance evaluations.
• Develop and implement on-the-job training programs for staff.
• Conduct regular inspections of the facility to identify and address security breaches or safety hazards.
• Coordinates with Sheriff’s Office Facilities Maintenance Division and outside vendors to ensure necessary repairs are completed in a timely manner.
• Manage and advise the Sheriff on all aspects of contracted services in the facility. These contracts include but are not limited to: inmate housing (state and federal); inmate food service, inmate medical services to include both physical and mental health; inmate commissary.
• Ensure that all inmate grievances are investigated.
  
  

A Bachelor’s Degree in criminal justice, public administration, or a related field. Ten (10) years’ experience working in jail administration, including five (5) years supervisory experience; or any equivalent combination of education and experiences, which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. Required to possess and maintain a valid State Driver’s License with an acceptable driving history. Certified Jail Manager Certification through the American Jail Association.

• Knowledge of federal, state, and local policies, codes, laws, and regulations governing jail operations.
• Knowledge of current corrections theories, policies, and best practices related to jail administration.
• Knowledge of budget development principles and policies.
• Ability to research complex issues and identify viable solutions.
• Ability to serve as a liaison between the Sheriff’s Office and other County Offices/Departments as necessary.
• Ability to meet with the public and discuss problems and complaints tactfully, courteously, and effectively.
• Ability to communicate and interact professionally with diverse audiences of inmates, corrections and law enforcement officials, and the public.
• Sound public speaking skills and the ability to prepare and give effective presentations.
• Ability to assess situations, identify problems and implement effective solutions.
• Ability to make sound judgements under pressure and in complex situations.
