THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC, Position Description Number PDT5928000 and is part of the MA ANG HRO, National Guard. SPECIALIZED EXPERIENCE: Must haveat least 1-year specialized experience, must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
2. Coordinates with other HRO functions to provide proposed organizational structures based on state priorities, management needs, realignments (to include local), force structure changes, appropriate position classifications, and agreement with the basis for the manpower requirements and changes of the organization. Develops goals and objectives that integrate organizational level management objectives for successful command-wide resource implementation. Makes recommendations to State Classifier for efficient execution of full-time resources IAW state command plans and establishes appropriate measurement metrics and controls. When necessary, coordinates change requests and assists in submission to ANG/A1M. Performs the distribution of approved allocations by budget programs, validated manpower requirements, mission requirements, mission priorities, downsizing, and reshaping the command position structure. Monitors fill rates of manpower requirements for compliance within the parameters of the NGB and state Adjutant General's guidance, determines shortfalls, and makes recommendations for potential organizational fills based on force structure changes, funds availability, and mission requirements. (25%)
3. Analyzes and determines full-time resource deficits and asymmetry along with the contributing factors. Analyze and advise on policy recommendations, manpower design concepts, current organizational structures, and proposed structural realignments. Provides recommendations to HRO leadership in the development of exception requests to Army Voucher/Air Unit Manpower Document(s) and in manning distribution based on state initiatives, collaboration with the State Classifier and Staffer, supervisor recommendation, and thorough knowledge of the organizational priorities. Analyzes proposed manpower requests/changes from supervisors/managers. Optimizes scarce resources, meets customer requirements, reduces rework, improves operational capacity, and increases resource efficiency. Advises HRO Staff on methods to limit adverse impact and enhance special project efficiency based on current and projected full-time resource allocation and execution. Reviews position fill requests for potential budget availability. (25%)
4. Attends meetings/discussions on such matters as manpower reviews, sensitive or complex personnel issues, and/or executive boards responsible for the placement of fulltime resources and/or employees. Furnishes background material as requested based on experience and knowledge of similar situations and establishes precedents. Prepares supplementary information or interpretations in the form of information papers, resource utilization reports, briefs and/or presentations suitable for an audience of senior leaderships to make informed and strategic decisions with little to no modifications required. Advises as to the efficiency or feasibility of requests based on precedents or knowledge of the factors which have previously influenced the directorate or higher management decisions, addressing second and third order impacts, and providing sound recommendations. (20%)

Responsibilities:
1. Serves as an advisor for full-time resource allocation, execution, and management for both Army and Air. Interprets, manages, analyzes, and provides recommendations concerning Manpower allocation guidance based on the state mission and function. Manages the allocation of manpower resources based on state priorities, historical data utilization, and analysis of mission and functions. Reviews and analyzes all military structure within the state and applies manpower allocation and disposition to ensure proper requirements are conveyed to National Guard Bureau (NGB) and allocated on the Army Voucher/Air Unit Manpower Document(s) and in manning distribution according to workload factors contained in various resources, guidelines, and regulations related to manpower requirements.
